A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF $1,078,710 IN CONTINUUM OF CARE (COC) HOMELESS HOUSING, ASSISTANCE AND PREVENTION (HHAP) AND MEASURE H GRANT FUNDS FOR THE OPERATION OF THE BRIDGE HOUSING PROGRAM AT HOPE FOR HOME HOMELESS SERVICES CENTER (H4H), AMENDMENT OF THE FY 2024-25 OPERATING BUDGET TO DECREASE REVENUE ESTIMATES AND APPROPRIATIONS BY $16,290 WHEREAS, on July 17, 2017, the City Council awarded a contract to Volunteers of America Los Angeles (VOALA) to perform as the Site Operator of the Year-Round Emergency Shelter – Hope for Home Homeless Services Center (H4H) – and also approved VOALA as a sole source Sub recipient of future funds identified to operate H4H; and WHEREAS, in 2019, the City of Pomona responded to a Request for Proposal (RFP) released by LAHSA to operate a Bridge Housing Program, funding 64 beds at H4H; and, WHEREAS, funding for a 50-bed program was made available by LAHSA through Los Angeles County CoC HHAP and Measure H Funds in the amount of $1,078,710 for the term of July 1, 2024, to June 30, 2025; and, WHEREAS, VOALA as H4H Site Operator, shall receive an allocation of $1,013,988 of the funds awarded by LAHSA to operate the Bridge Housing Program at H4H.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. Authorizes the acceptance of $1,078,710 in County of Los Angeles CoC HHAP and Measure H Special Funds for the operation of the Bridge Housing Program at H4H.
SECTION 2. Amend FY 2024-25 Operating Budget by decreasing revenue estimates and appropriations per chart below:

SECTION 3. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
