CITY OF POMONA
COUNCIL REPORT
September 9, 2024
To: Honorable Mayor and Members of the City Council
From: Anita Gutierrez, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: PUBLIC HEARING TO CONSIDER THE REMOVAL OF A CROSSWALK AT THE INTERSECTION OF RESERVOIR STREET AND SECOND STREET RECOMMENDATION:
It is recommended that the City Council take the following actions:
Open the public hearing to consider the removal of the crosswalk crossing Reservoir Street at Second Street, and after receiving comments and testimony, close the public hearing; and Based on the findings, authorize Staff to remove the crosswalk, or provide direction otherwise.
EXECUTIVE SUMMARY:
An existing uncontrolled crosswalk crosses Reservoir Street at Second Street. Its location is within an industrial area where pedestrian activity is quite low. Although pedestrian activity is low, Staff is recommending the removal of this crosswalk to minimize conflict between pedestrians and vehicular traffic on Reservoir Street, especially at an intersection that is not controlled by a traffic signal. The approval of this item will authorize the removal of the crosswalk crossing Reservoir Street at Second Street. The existing crosswalk that crosses Second Street, at this same intersection, will remain.

FISCAL IMPACT:

PUBLIC NOTICING REQUIREMENTS:
City Staff posted crosswalk removal notices (Attachment No. 1) on both sides of the crosswalk on August 8, 2024.
DISCUSSION:
There is an existing uncontrolled crosswalk crossing Reservoir Street at Second Street. The location of the crosswalk is on the south leg of the intersection along Reservoir Street and is not ideal due to the high volume of car and truck traffic along the corridor. City Staff observed the pedestrian inactivity at the intersection at different times of the day and determined that pedestrian use of the existing crosswalk was inactive. Additionally, there is no ADA curb ramp on the east of side of Reservoir Street.
Per California Vehicle Code 21950.5, an existing marked crosswalk may not be removed unless notice and opportunity to be heard in provided to the public not less than 30 days prior to the scheduled date of removal. Staff posted the necessary crosswalk removal notices on August 8, 2024 on both sides of the crosswalk at the intersection. The notices show the location of the crosswalk being proposed for removal and provide information about where public comment can be directed. The notices regarding the crosswalk removal also provide information regarding the public hearing being held tonight during the regular City Council meeting.
The approval of this item will authorize the removal of the crosswalk at the intersection of Reservoir Street and Second Street.
