CITY OF POMONA
COUNCIL REPORT
September 9, 2024
To: Honorable Mayor and Members of the City Council
From: Anita D. Gutierrez, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: RETROACTIVELY APPROVE EMERGENCY PURCHASE FOR POOL REPAIRS RECOMMENDATION:
It is recommended that the City Council take the following actions:
Per Pomona Municipal Code Section 2-998 – Emergency purchases, retroactively approve expenditures for the emergency purchase of Accu-Tab and Acid-Rite Feeder Systems and Automated Pool Chemical Controllers at Washington Park and Ganesha Park pools; and Approve the payment to Aqua Source, Inc. in the amount of $173,877.82.
EXECUTIVE SUMMARY:
Approval of the recommended actions will ratify the expenditures for the emergency purchase of materials to replace the chlorination systems at Washington Park and Ganesha Park Pools in an amount not-to-exceed $173,877.82. The existing chlorination systems have been consistently malfunctioning this summer requiring an overabundance of Staff resources and funding to repair to minimize pool closures. Due to delays in the shipping of materials and a new requirement to obtain approval from County of Los Angeles Department of Public Health – Environmental Health, Staff is preparing to replace the chlorination systems at the end of the summer swim season.

DISCUSSION:
The chlorination systems at both the Washington Park and Ganesha Park Pools have consistently malfunctioned during this summer swim season requiring an overabundance of Staff resources and funding to maintain to minimize pool closures. The chlorination systems need to be wholly replaced at both pools. In an effort to perform the replacements as soon as possible, Staff requested a quote from Aqua Source, Inc., an authorized distributor of commercial pool products to replace the pool chlorination systems. Staff reviewed the quote and deemed it reasonable.
Aqua Source Commercial Pool Services uses Accu-Tab and Acid-Rite products purchased through Westlake Chemical. In California, Aqua Source, Inc. is the sole authorized distributor for Westlake Chemical’s Accu-Tab Commercial Pool Products and Acid-Rite PH Adjustment Products. During the preparation of the Purchase Order, Staff became aware of a requirement to obtain approval from the County of Los Angeles Department of Public Health – Environmental Health prior to work commencing. Staff is working through this approval process, while also waiting for the shipment of the necessary materials. Work to replace the chlorination systems is anticipated to begin at the end of the summer pool season.
Pursuant to Pomona Municipal Code Section 2-998, the Purchasing Manager authorized the emergency purchase of the needed materials for the continued health and safety of the community that uses the pools.
