The total cost of the firearm is to be paid back in full within one year of the purchase. The transaction will be recorded as a receivable and is neither an expense nor revenue of the City.

PREVIOUS RELATED ACTION:

On December 20, 2021, City Council adopted a resolution approving the purchase of specialized/custom duty weapons from Staccato Firearms and approving a re-payment program through bi-weekly payroll deduction.

DISCUSSION:

Police officers are provided with a duty weapon by the City upon employment; however, some officers prefer models that are different from those provided. The Chief of Police allows the use of alternative duty weapons for sworn officers upon evaluation of the proposed alternative firearm. On December 20, 2021, the City Council approved sworn personnel to purchase specialized/custom duty weapons through the City and repay the City through payroll deductions.

The Police Chief is requesting that the same program be implemented this year and paid back through employee payroll deductions over 26 pay periods. The weapons proposed for purchase are Staccato models P, XC, C2, and CS (Attachment No. 2).

The cost of this purchase will be fully repaid by sworn officers and there will not be a cost to the City or taxpayers. This purchase was not formally bid out and a sole source purchase is requested. Staccato Firearms is the only manufacturer that produces and distributes these specialized/custom firearms. It is anticipated that approximately 86 officers will participate in the purchase/repayment program plan at a varied cost per specialized firearm model.

In accordance with Section. 2- 994. Sole and Single Source Procurement. A contract may be awarded as a sole or single source without competition upon review and verification, and determined to be in the City's best interest. Sole or single source requests over $ 100,000 shall be reviewed by the Procurement Officer, Finance Director, and the City Manager and approved by the City Council.

COUNCIL PRIORITIES & GOALS:

This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to businesses and residents Prepared by:
