FISCAL IMPACT:

There will be no fiscal impact to the General Fund. The FY 2024-25 Operating Budget for the Proposition A Fund will be amended by appropriating $500,000 from available reserves into line item 216-2506-52933-00000 to pay for the City of Pomona’s share of paratransit services to the Pomona Valley Transportation Authority, increasing the total budget for this service to $2,523,706.

DISCUSSION:

The Pomona Valley Transportation Authority (PVTA) is the local transit provider for the Pomona Valley area. The PVTA operates as a joint powers agency amongst the Cities of Claremont, La Verne, Pomona, and San Dimas. Rather than each City operating its own individual transit program, PVTA operates as a coordinated system for the entire Pomona Valley.

The cost of PVTA services are allocated to the Cities based on the level of service utilized by that particular City. The City of Pomona pays the largest share of the cost to maintain the services provided by PVTA, which include Get About and Pomona Group trips. Expenditures are anticipated to be much higher this year due to higher ridership and increasing costs. The largest share of this cost is for the Get About program, which is a door-to-door transportation service for seniors and disabled persons in the Cities of Claremont, Pomona, La Verne, and San Dimas.

For Fiscal Year 2024-25, it is anticipated that the services provided by PVTA will cost the City $2,523,706, which is approximately $500,000 higher than last fiscal year. Funding for this comes from the City’s annual Proposition A funding from Los Angeles County, which is a half-cent sales tax dedicated to transportation funding. PVTA’s final budget was provided to the City after the City’s 2024-25 FY budget was adopted.
