SUBJECT: APPROVAL OF GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON FOR ELECTRIC VEHICLE INFRASTRUTURE AT PALOMARES PARK RECOMMENDATION:

It is recommended that the City Council:

Adopt the following resolution (Attachment No. 1):

RESOLUTION NO. 2024-143 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING GRANT OF EASEMENT EC2-2023 TO SOUTHERN CALIFORNIA EDISON FOR ELECTRICAL INFRASTRUCTURE INSTALLATION ON A PORTION OF CITY PROPERTY LOCATED AT 499 E ARROW HIGHWAY (PALOMARES PARK), POMONA, ASSESSOR PARCEL NUMBER 8366-017-900 and,
Authorize the City Manager, or designee, to sign the Grant of Easement to SCE on behalf of the City.

EXECUTIVE SUMMARY:

Spectrum Land Services, applicant acting on behalf of Southern California Edison (SCE), submitted a grant of easement application to the City for the installation of electrical infrastructure required to support the City’s 19 Electrical Vehicle (EV) chargers at Palomares Park. Granting the easement to SCE will allow them to finalize the project and prepare it for construction.

FISCAL IMPACT:

No fiscal impact at this time. The project is being completed by SCE under their Charge Ready Program.

PREVIOUS RELATED ACTION:

On June 3, 2024, City Council approved the Site Host Agreement with Electric Vehicle Charging Solutions Inc. to operate and maintain the 19 EV charging stations. On April 3, 2023, City Council approved an agreement with SCE and Los Angeles County for the construction and acquisition of electrical vehicle charging stations at Palomares Park.

ENVIRONMENTAL IMPACT:

Pursuant to the California Code of Regulations, Title 14, Guidelines for the Implementation of the California Environmental Quality Act (CEQA), Section 15061, the proposed grant of easement is categorically exempt from the requirement for the preparation of environmental documents in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment.

DISCUSSION:

In July of 2021, SCE announced the Charge Ready Program, which aims to construct vehicle-charging stations infrastructure throughout the region. A second program, the Los Angeles County Public Power-Up Program funds procurement of the charging stations equipment. Between these two programs, both the utility side and the customer side, EV charging stations are being funded; which is exactly what the City is doing at Palomares Park. At no cost to the City, 19 EV charging stations will be built at Palomares Park, saving the City nearly $90,000 in the charging stations alone.

Now that the design is complete, SCE is in need of an easement at Palomares Park for their infrastructure to power the charging stations. To secure the needed 3,246 square foot easement, Spectrum Land Services, acting on SCE’s behalf, submitted an application for a grant of easement. Attachment No.1 includes Resolution No. 2024-143 and the associated easement, legal description and plat map. Granting this easement will not interfere with City operations at Palomares Park. Attachment No. 2 and Attachment No. 3, herewith, provide a visual representation of the approximate location of the easement within the property. Once said easement is secured, SCE will commence construction. At this juncture, it is estimated the charging station will be completed by the end on FY 2024-25.
