FISCAL IMPACT:

Funds are available in FY 2024-25 Operating Budget in the American Rescue Plan Fund (acct. 191-2090-66189-10039).

PREVIOUS RELATED ACTION:

On December 18, 2023, the City Council approved a purchase to Flock Safety, Inc. in the amount of $860,000.

DISCUSSION:

In September 2023, Assemblymember Freddie Rodriguez notified the City that he had secured State funding of $860,000 for the Pomona Police Department to acquire cameras from Flock Safety, Inc. and expand our existing camera network. Flock cameras are an essential tool for law enforcement in Pomona and have helped solve many serious crimes. The neighboring cities of Chino and Montclair have similar systems in place, helping to reduce crime rates in each city and improving the safety of working conditions for law enforcement officers.

This purchase of additional Flock cameras will allow the Pomona Police Department to expand our public safety camera network within the City of Pomona. These cameras will be placed in “high crime” reporting districts and areas of the city that have a history of human trafficking activity. The goal is to deter this activity in our city and collect evidence of any crimes that may occur within view of the cameras. This existing camera network has proven to be valuable in investigations involving homicides, robberies, vehicle theft, and human trafficking.

Therefore, pursuant to Pomona City Code Section 2-994 – Sole and Single Source Procurement, “A contract may be awarded as a sole or single source without competition upon review and verification, and determined to be in the City’s best interest. Sole or single source requests over $100,000 shall be reviewed and approved by the City Council.” Approval of a sole-source purchase in the amount not to exceed $500,000 is necessary to continue uniformity and consistency throughout our systems within the Pomona Police Department’s equipment.

COUNCIL PRIORITIES & GOALS: This item supports the 2021-2022 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City services to businesses and residents.
