PREVIOUS RELATED ACTION:

On April 8, 2024, the City Council approved Resolution No. 2024-53, creating the project and appropriating $4,000,000 of Department of Housing and Urban Development Economic Development Initiative Fiscal Year 2023 Community Project Funding (CPF) to the project.

On April 15, 2024 the City Council approved Resolution No. 2024-60, uses of FY 2022-23 Unassigned Fund Balance towards Section 115 Trust Contribution, Equipment Replacement Reserve and CIP Funding.

DISCUSSION:

The Project was selected by Congresswoman Norma Torres to be earmarked for $4,000,000 through the HUD Economic Development Initiative – Community Project Funding (CPF) under its Fiscal Year 2023 allocations. CPF grants are selected through a congressionally-directed application process and provide investment in a wide variety of projects, such as housing, homelessness prevention, workforce training, public facilities, parks, resilience planning, and other critical infrastructure and services.

This funding will provide for the renovation of the La Casita Teen Center at Palomares Park to a state-of-the-art recreation facility for teens with a variety of games, new computers, high-speed internet, and a study room. It will also provide for additional exterior improvements surrounding the Center, as funds allow.

At the time of applying for this funding, the City received approval to include $100,000 of General Fund Reserves to be used as a match. The matching funds were eventually moved to the Capital Improvement Project Fund. The funds will be used to pay costs associated with engineering and design, survey work, inspection, and adminiatrative costs.
