Subject: Anti-Harassment ordinance
CAUTION: This email originated from outside your organization. Exercise caution when opening tachments or on clicking links from unknown sender
ear Mayor Sandoval and Members, Pomona City Counc
Rental property owners feel they are being attacked.

The rent stabilization ordinance is still not finalized, nor has there been ANY realistic nor productive communications with owners, despite attempts to have "meetings". All that has been accomplished has been a hardening of hostilities against the owners, only made more apparent by the most recent "attack": an anti-harassment ordinance!
There are already multiple laws on the books regarding harassment issues between owner and tenant, which owners have been careful to adhere to. If there has been harassment against tenants, it has been by those individuals that are either not educated as to the current laws, or are negligent in management skills and probably are "negligent landlords or slumlords" who simply do not care. There are laws already on the books that can stop harassment by those owners!

1. Why does the city paint all rental property owners as negligent and abusive?

2. If harassment is such a huge issue demanding an emergency ordinance, why hasn't the city, and other agencies responded to complaints and resolved the issues under laws that alreacy exist?

3. The vague and broad language of this anti-harassment ordinance will cause confusion and difficulty in application of the terms of the ordinance, and the enforcement of provisions of the rental agreement, allowing tenants to claim harassment and thus avoid owner efforts to meet and confer, to serve legal notices, and to communicate in writing with tenants setting forth tenant/landlord issues and obligations.

4. Where is the data that shows this is an emergency problem? Has there been detailed investigations into incidents that determined harassment was evident? Please..... Pomona is discouraging rental property ownership by not supporting its rental property owners with practical and effective ordinances and practices that ultimately benefit all tenants. Such discouragement means less investment maintaining existing primarily low to moderate income rental housing.

PLEASE vote no on this anti-harassment ordinance and put resources where they belong - how to address the complaints under current laws.

Thank you for your consideration,
Cathy Tessier

Pomona is discouraging rental property ownership by not supporting its rental property owners with practical and effective ordinances and practices that ultimately benefit all tenants. Such discouragement means less low to moderate income rental housing.

PLEASE vote no on this anti-harassment ordinance and put resources where they belong - how to address the complaints under current laws.

Thank you for your consideration,

Good Afternoon,
I was made aware that Towne Avenue and Alvarado Street will be discussed at this evening's city Council meeting. While I am unable to personally attend, I do want to express that as a resident of Pomona who lives very near this intersection, I am concerned about the safety of drivers and pedestrians due to the high speeds at which drivers often drive and the frequency of red lights being run. I am for any and all measures taken to increase the safety of this intersection.

Additionally, a bail out or turn lane along the Towne Avenue streets near Lincoln Park (Columbia, Jefferson, etc.) would greatly assist in decreasing accidents, as currently many occur due to the lack of turn lanes or ability for cars turning to have a safe place to wait. We ask that this be something you consider. We appreciate your discussion of this matter and look forward to the measures that will be taken to make Towne Avenue safer for all of us.

Thank you,
Miriam and Eric Bernard

Subject: Agenda Item #15 | Re: Towne Avenue for City Council CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or on clicking links from unknown senders.

Dear Ms. Butler and City Council Members,
I hope this letter finds you well. My name is Ayanna Listenbee. My husband, Robert Anderson and I have been residents of Pomona, specifically residing on the corner of Towne Avenue and Columbia for the past 22 years.

We are writing on behalf of ourselves and our neighbors to express our growing concern about the ongoing safety issues on our street, where speeding, drag racing, and red-light violations continue to be all too comnon.

Over the years, we have witnessed numerous serious accidents right outside our homes, making our community feel increasingly unsafe. Despite living here for over two decades, our family has never felt comfortable allowing our children to play in our front yard due to the constant danger posed by reckless drivers. The situation has only worsened over time, and it is clear that more action is needed to protect the residents of this neighborhood.

While we are grateful for the recent addition of the 2-second delay at the Towne and Alvarado intersection, and the initial police surveillance for red light runners after the first meeting, we regret to inform you that just one day after the previous meeting, another serious accident occurred at that very location. It is clear that more needs to be done to prevent such incidents from continuing.

While we know there was mention of not having the budget for it, we are requesting that the installation of a turn lane at the corner of Towne Avenue and Columbia still be considered as something to work towards. This would allow for safer left-hand turns from the busy street into our neighborhood. This simple yet effective change would greatly reduce the likelihood of accidents at this intersection, while also improving traffic flow and making our streets safer for both drivers and pedestrians.

In addition to this request, we would appreciate increased police surveillance during morning and evening rush hour in the area, to discourage the dangerous speeding and drag racing that has become a persistent problem.

The safety of our community should be a priority, and we believe that with your help, we can find a lasting solution to this ongoing issue.

We greatly appreciate the efforts that have been made so far, the red light safety camera program looks like it will be helpful as well, to ensure the safety of our families and neighbors. If there is anything more we can do as residents to help facilitate these changes, please do not hesitate to let us know.

Thank you for your attention to this important matter. We look forward to your response and to working together to make Towne Ave. a safer place for everyone.

Sincerely,
Robert and Ayanna Anderson
