DISCUSSION:
The Police Department (PD) has been awarded a Child Passenger Safety Program Grant in the amount of $87,000. This grants performance period begins October 1, 2024 and operates through September 30, 2025 (Attachment No.2). We are seeking retroactive approval for this contract because the Police Department received the final award information on September 27, 2024, leaving insufficient time for staff to obtain City Council approval before the contract start date of October 1, 2024. The PD will use best practice strategies to reduce the number of persons killed and injured in crashes involving children under the age of eight years old. The funded strategies may include education, child safety seat check-ups, community events, presentations, and training. Other countermeasures may include properly fitting child safety seats, providing educational materials, and the distribution of child safety seats. Efforts should be conducted in underserved communities and coordinated in collaboration with community-based organizations.
Objectives for educational operations will include, but are not limited to, the following:
Conduct (8) child safety seat checkups at community locations Conduct (2) child safety seat education classes
Participate in (10) traffic safety fairs and/or community events Distribute (60) OTS funded child safety seats at no cost to families Conduct (4) Booster Seat Classroom Education for children in grades K-3 Conduct (4) 5-Step Restraint Belt-Fit Test Events for children in grades 4-5 Conduct (10) training sessions on occupant protection
