EXECUTIVE SUMMARY:

The Police Department has been awarded a grant from the State of California Office of Traffic Safety (OTS) for a Pedestrian and Bicycle Safety Program in the amount of $39,024. PREVIOUS RELATED ACTION:

On September 18, 2023, the City Council accepted the OTS Pedestrian and Bicycle Safety Program Grant from OTS in the amount of $ 47,787.

DISCUSSION:

The Police Department (PD) has been awarded a Pedestrian and Bicycle Safety Program grant from the Office of Traffic Safety (OTS) in the amount of $39,024. The grant period begins October 1, 2024, and operates through September 30, 2025 (Attachment No. 2). We are seeking retroactive approval for this contract because the PD received the final award information on September 27, 2024, leaving insufficient time for staff to obtain City Council approval before the contract start date of October 1, 2024. The PD will use best practice strategies to reduce the number of persons killed and injured in incidents involving pedestrians and bicyclists. These strategies will be conducted in communities with a high number of pedestrians and/or bicycle related collisions. Coordinated efforts such as Safe Routes to School initiatives, Vision Zero Campaigns, and working with community-based organizations are highly encouraged to prevent fatalities and injuries of pedestrians and bicyclist.

Objectives for educational operations will include, but are not limited to, the following:
