PREVIOUS RELATED ACTION:

On January 22, 2024 City Council approved entering into an agreement with the San Gabriel Valley Council of Governments (SGVCOG) to fill the gaps within the existing homeless services system to fund interim housing sites and accepted the award of Measure H funds in the amount of $240,510.

DISCUSSION:

The San Gabriel Valley Council of Governments (SGVCOG) was established to unify cities within the San Gabriel Valley region to utilize resources and services to improve the quality of life within the jurisdictions of its member cities and unincorporated areas. To expand homeless services and support in the region, the SGVCOG entered into a contract with the County of Los Angeles to obtain Measure H funding. Measure H generates funds for homeless services throughout the County of Los Angeles and is generated through a ¼-cent sales tax approved by Los Angeles County voters in 2017. The SGVCOG allocated Measure H funding to support four programs to address homelessness in the San Gabriel Valley. The four programs include services to supplement existing homeless programs, outreach and services for hard-to-reach populations, mobile crisis response programs, and pilot programs.

The City of Pomona (City) responded to the Request for Proposals (RFP) with the desire to participate in a program with the City of Claremont, a cohort city, which will provide housing navigation, case management, access center services, and interim housing to unhoused residents. The SGVCOG Governing Board approved the City’s proposed Pomona-Claremont Access Center and Crisis Program. However, with the Los Angeles Homeless Services Authority (LAHSA) published cost study increasing the bed rate for interim housing sites, the Hope for Home Services Center seen an increase in total funding leading to a reduction of expenditures to the Cohort funding. Upon taking note of this, the City considered the best spenddown options and redirected the funds to the Pomona Family Daytime Resource Center. Additionally, in April 2024, SGVCOG sent notice that unspent funds would be eligible to carryover. The City would qualify for an additional allocation of $245,000 for the upcoming fiscal year.

The Pomona Family Daytime Resource Center (Center) seeks to fill a critical gap in the Los Angeles County homeless service delivery system in the Eastern Region of the San Gabriel Valley Service Planning Area (SPA) 3. The City of Pomona recognizes that many families who arrive at the Center will not have had significant contact with the Coordinated Entry System (CES) or know what services are available in Pomona or nearby cities. Having this in mind, the Center aims to offer critical resources ranging from supportive services, referrals to housing, and facility access such as a shower program, charging lockers, and computer/printer access. The site was previously utilized for the Pomona Transitional Living Center and continues to operate the Operation Porchlight – Rapid Rehousing program subcontracted to Volunteers of America of Los Angeles (VOALA). Due to the site being solely utilized by VOALA, all utilities and site costs are paid for by them. In order to alleviate the increase in facility costs, VOALA will be awarded $10,000 to cover utilities and internet that will be utilized by the service providers working out of the Center.

COUNCIL PRIORITIES & GOALS:

This item supports City Council Goal K: – to reduce the unsheltered homeless population by 10% annually and take actions to mitigate the impacts of homelessness on the community.
