CRITICAL ISSUES:

BACKGROUND:
The house at 366 East Columbia Avenue is currently a non-contributing structure to the Lincoln Park Historic District because the windows have been replaced with aluminum windows and the wood siding has been removed and replaced with stucco.
ARCHITECTURE:
The 1993 Citywide Survey identifies the property as a craftsman bungalow. It has been significantly altered with the windows replaced and the siding replaced with stucco. It has the massing and plan of a Craftsman Bungalow, but the character-defining features have been removed.

DISCUSSION OF CRITICAL ISSUES:
1. Property will be contributing after restoration.
The applicant is proposing to restore the character -defining features by replacing the aluminum windows with wood windows and replacing the stucco with clapboard siding. This proposed restoration will be guaranteed through a Mills Act Contract. With the restoration the property will once again have its architectural character and be contributing to the Lincoln Park Historic District.
HISTORY:
The house was built in 1913 and the first owner was Gu y C Thompson. He was a tailor and owner of Thompson Brothers on Second Street.
Survey Information:
The 1993 Citywide Survey identified the property as “N/A” because of the aluminum windows and stucco.
City Directories:
The property first appeared in the 1914 City Directory. Since the Period of Significance of Lincoln Park ends in 1954, staff only looked at directories to 1954
