CITY OF POMONA

COUNCIL REPORT
October 21, 2024
To: Honorable Mayor and Members of the City Council
From: Anita D. Gutierrez, Ed. D, AICP, City Manager
Submitted By: Betty Donavanik, Development Services Director SUBJECT: A REQUEST TO DESIGNATE 366 EAST COLUMBIA AVENUE AS A CONTRIBUTING RESOURCE TO THE LINCOLN PARK HISTORIC DISTRICT RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2024-175 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING FILE NO. HDD-001196-2024, DESIGNATING THE GUY THOMPSON HOUSE, LOCATED AT 366 EAST COLUMBIA AVENUE, AS A CONTRIBUTING RESOURCE TO THE LINCOLN PARK HISTORIC DISTRICT EXECUTIVE SUMMARY:

The property is located at 366 East Columbia Avenue, and is a noncontributing structure to the Lincoln Park Historic District, due to severe alterations. The applicant proposes to restore the character-defining features of the house which will be eligible to be a contributing resource to the Lincoln Park Historic District.

FISCAL IMPACT:

No Fiscal Impact at this time.

PUBLIC NOTICING REQUIREMENTS:

The proposed designation was noticed as required by the Pomona Historic Preservation Ordinance.

PREVIOUS RELATED ACTION:

The property was determined to be non-contributing to the Lincoln Park Historic District at the time of designation in 1998.

DISCUSSION:

The Lincoln Park Historic District was designated on May 4, 1998. At the time of designation, the property at 366 East Columbia Avenue was determined to be non-contributing to the historic district due to the severe alterations to the property. The craftsman bungalow style home had been stuccoed and the original windows were removed.

Section 800.C.4 of the City’s historic preservation ordinance allows for the City Council to change a property from a non-contributing resource to a contributing resource under two circumstances: 1. The property has been restored; or 2. The property will be restored through a Mills Act Contract. The applicant has submitted an application for the Mills Act which is being recommended for approval under a separate agenda item. Under the rehabilitation plan, the applicant will be required to replace the windows with appropriate wood windows and remove the stucco and replace it with appropriate clapboard siding and trim.

PREVIOUS RELATED ACTION:

The vast majority of the properties in the Lincoln Park Historic District are contributing because of their architecture and not the history related to the properties. The improvements required by the Mills Act will restore the house and make it contributing based on its architecture. Therefore, the Historic Preservation Commission held a public hearing and recommended approval of both the designation change and the Mills Act at their September 4, 2024 meeting (Attachment No. 2). The designation is conditioned on the Mills Act being approved and recorded and the Mills Act is conditioned on the designation change.

COUNCIL PRIORITIES & GOALS:

Approval of this designation change supports the 2020-2021 City Council Priorities and Goals, Priority #3: Increased Opportunity and Housing Stability, Goal J: Encourage the development and maintenance of quality housing opportunities for all.
