CITY OF POMONA
COUNCIL REPORT
October 21, 2024
To: Honorable Mayor and Members of the City Council
From: Anita Gutierrez, City Manager
Submitted By: Rene Guerrero, Public Works Director
SUBJECT: COOPERATIVE AGREEMENT WITH THE CITY OF LA VERNE ASSIGNING MAINTENANCE OF TWO NEW TRAFFIC SIGNALS ON FULTON ROAD RECOMMENDATION:
It is recommended that the City Council take the following actions:
Approve the cooperative agreement with the City of La Verne assigning the maintenance of two new traffic signals on Fulton Road at Arrow Highway and at Railroad tracks; and Authorize the City Manager, or her designee, to execute the cooperative agreement and any subsequent amendments, subject to review by the City Attorney.
EXECUTIVE SUMMARY:
As part of the Gold Line Extension Project, the Foothill Gold Line Construction Authority is installing two new traffic signals on Fulton Road at Arrow Highway and at the Railroad Tracks. The recommended action will approve the Cooperative Agreement (Attachment No. 1) that assigns the maintenance and repair responsibilities of the two new traffic signals, one each to the Cities of Pomona and La Verne.

FISCAL IMPACT:
The Gas Tax Fund (208-2563-52580-00000) will absorb the annual maintenance expenses of approximately $6,000 for one intersection.
DISCUSSION:
The Gold Line Extension Project will construct two new traffic signals on Fulton Road that share jurisdiction with the neighboring City of La Verne. At the intersection of Fulton Road and the Railroad tracks, the city boundary splits this intersection in half, 50% Pomona and 50% La Verne. At the intersection of Fulton Road and Arrow Highway, the city boundary splits the intersection to approximately 75% Pomona and 25% La Verne.
After reviewing options and discussing with City of La Verne staff, the agreed upon option is to assign one signal to each agency. Pomona will be responsible for the electrical usage, and routine and preventative maintenance for the new traffic signal at Fulton Road and Arrow Highway traffic signal, while La Verne will be responsible for the electrical usage, and routine and preventative maintenance for the new traffic signal at Fulton Road and the Railroad Tracks. Any major repairs necessary for the continuous operation of both traffic signals will require both parties to contribute their appropriate fair share as outlined in the Cooperative Agreement.
