DISCUSSION:

In 2022, the City of Pomona (City) was awarded $4,922,041 of Clean California Local Grant funds for “Holt Avenue Corridor Improvements,” Project No. 428-2590-XXXXX-68575. The grant program had four goals:

Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.

Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces, and mitigate the urban heat island effect.

Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation.

Advance equity for underserved communities.

The funding was to provide for street and pavement improvements, walkability and ADA accessibility improvements, bus shelters, trash receptacles, a jogging path and exercise equipment at Garfield Park, and replacement of street lighting with LED technology. It also provided for improved lighting under the Garey Avenue underpass at 1st Street, art installations along the Corridor, including murals on the walls of the Garey Avenue underpass, eight beautification events, and educational signage.

A portion of the grant, $100,000, was allotted for the painting of new murals along the Garey Avenue underpass. Since the award, it has been determined that additional funding will be needed to fully fund the art component. The AIPP funding proposed as part of this Council action will allow for an additional $150,000 to be used for the murals along the Garey Underpass. The City is currently in the process of selecting an artist to complete this art.
