CITY OF POMONA

COUNCIL REPORT
February 3, 2025
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Meg McWade, Public Works Director
SUBJECT: APPROVAL OF PURCHASE ORDER TO NATIONAL AUTO FLEET GROUP UTILIZING SOURCEWELL COOPERATIVE CONTRACT NO. 091521-NAF IN THE TOTAL AMOUNT OF $211,763.50, FOR ONE 2024 FORD F-550 SUPERDUTY AERIAL BUCKET TRUCK FOR THE PUBLIC WORKS DEPARTMENT RECOMMENDATION:

It is recommended that the City Council take the following actions:

Approve the Purchase from National Auto Fleet Group (NAFG) utilizing Sourcewell Cooperative Contract No. 091521-NAF in the total amount of $211,763.50 for one 2024 Ford F-550 Superduty Aerial Bucket Truck for assignment to the Public Works Department Traffic Operations staff for maintenance of traffic signals and streetlights.

Authorize the City Manager, or her designee, to execute the necessary documents and any subsequent changes or amendments thereto on behalf of the City.

EXECUTIVE SUMMARY:

Approval of this action will authorize the purchase of one 2024 Ford F-550 Superduty Aerial Bucket Truck for the Traffic Signal crew. This vehicle is critical to maintaining and upgrading the City’s traffic signal infrastructure, improving service efficiency, and minimizing downtime.

SB1439/GOVERNMENT CODE §84308 APPLICABILITY:
☐ When this box is checked, it indicates the agenda item is subject to the Levine Act SB1439 requirements.  Councilmembers are reminded to check their campaign contributions and determine whether they have received a campaign contribution of $250 or more that would require disclosure and/or recusal from discussing or acting on this agenda item.  Campaign contributions of $250 or more made 1) by any person or entity who is identified in the agenda report as the applicant or proposer or 2) on behalf of the applicant or participant, including a parent, subsidiary or otherwise related business entity, or 3) by any person who has a financial interest in the agenda item requires a councilmember to comply with SB1439.

FISCAL IMPACT:

Funding for the 2024 Ford F-550 Superduty Aerial Bucket Truck was included in the FY 2023-24 Operating Budget in Measure R, Measure M, and the General Fund. Due to supply chain issues, the vehicle was not available for purchase in the prior fiscal year, and funds in Measure R and Measure M were carried over to the FY 2024-25 Operating Budget. However, the General Fund allocation for the vehicle was not carried over.

Sufficient funds are available in Measure M as salary savings because there are three vacant Public Services Maintenance Workers. These positions are anticipated to be filled within the fiscal year, however, the vacancies for approximately seven months will provide sufficient salary savings for this purchase. A $50,000 transfer from 138-2520-51012-00000 (Earnings & Benefits) to 138-2563-66182-00000 (Autos & Trucks) was completed to align the funding with the correct department and object code. This purchase does not require an increase in the overall operating budget.

PREVIOUS RELATED ACTION:

On June 5, 2023, the City Council approved the adoption of the Fiscal Year 2023-24 Operating Budget, which included funds allocated for the purchase of an aerial lift truck for the Traffic Signal Team. This vehicle was intended to replace an aging unit used for the maintenance and replacement of streetlights and traffic signals citywide. However, due to supply chain delays, the vehicle was not available for purchase during the prior fiscal year, and the allocated funds were carried over into the current fiscal year to facilitate the acquisition.

DISCUSSION:

The purchase of the aerial lift truck was approved in the Fiscal Year 2023-24 Operating Budget for the Traffic Operations team, but due to supply chain issues the vehicle was unavailable for purchase. As a result, the allocated funds were carried over in Measure R and Measure M to the current fiscal year to facilitate the acquisition. The 2024 Ford F-550 Superduty Aerial Bucket Truck is required for tasks that involve elevated street light and traffic signal maintenance and repair, providing the crew with reliable access to signal and street lighting infrastructure.

Currently, vehicle number 34763, used by Traffic Operations, has accumulated 118,300 miles and has experienced the need for multiple repairs for engine, transmission, and aerial lift issues. Despite continued maintenance, the vehicle’s reliability has significantly decreased, hindering the team’s ability to effectively maintain and replace streetlights and traffic signal infrastructure. Replacing Vehicle number 34763 with a new aerial lift truck is critical to maintaining efficient and safe operations. The new vehicle will allow the Traffic Operations team to perform necessary tasks with quicker response times, reducing downtime and maintenance costs.

Sourcewell is a joint powers association for public agencies with legal authority to serve as a contracting agency for municipalities. Per City Code 2-997, the Procurement Officer has reviewed the procurement process conducted by Sourcewell and determined that the process meets the City of Pomona’s requirements for utilizing cooperative agreements. Therefore, it is recommended that the City Council approve the purchase utilizing the Sourcewell cooperative contract, Contract No. 091521-NAF awarded to NAFG for the purchase of one 2024 Ford F-550 Superduty Aerial Bucket Truck.
