DISCUSSION:

On June 21, 2021, the Pomona City Council adopted the Standard By-laws of all City Boards, Commissions, and Committees. These standard bylaws included rules regarding member attendance in Section I, subsection A-2, “if a Commissioner has three (3) absences (excused or unexcused) within a twelve (12) month period, the Secretary shall place on the Commission Agenda the recommendation to City Council to remove the Commissioner. If the Commission votes to recommend the removal of the Commissioner, the Commission’s recommendation should be placed on the City Council’s agenda.” On August 7, 2023, the Pomona City Council amended the City’s current board, commissions, and committee’s standard bylaws through Ordinance No. 4328 to simplify the Commissioner attendance requirements to be tracked on a “calendar year” basis. This amendment took effect on January 1, 2024.

Mayor Tim Sandoval appointed Commissioner Audrey Olmos-Govea to the Parks & Recreation Commission in July 2024. In reviewing Ms. Olmos-Govea’s attendance during 2024, it was found that Ms. Olmos-Govea was absent from three (3) Parks & Recreation Commission meetings. These absences occurred on October 17, 2024, November 21, 2024, and December 5, 2024.

On January 16, 2025, the Parks & Recreation Commission took formal action to begin the process of removing Ms. Audrey Olmos-Govea from her position as a Commissioner. Ms. Olmos-Govea was also absent on the meeting of January 16, 2025. A vote was taken and carried 5-0 recommending the removal of Ms. Olmos-Govea.

The members of the Parks & Recreation Commission respectfully request that the City Council consider their recommendation and vote to remove Mayoral Appointee Audrey Olmos-Govea from the Commission based on the number of absences (excused/unexcused).
