The Pomona Emerging Transportation Technologies (PETT) Project aims to modernize its transportation infrastructure by developing super-tech corridors. By 2029, the City will implement its first AI-driven traffic management system, adaptive traffic signal control, fiber optic and Wi-Fi networks, and CCTV surveillance along portions of Towne Avenue and Mission Boulevard to enhance mobility, safety, and sustainability. A state-of-the-art Command & Control Center will oversee operations, while key partnerships with federal, state, and local agencies—including Cal Poly Pomona for data collection and evaluation—will ensure project success. This initiative will create a smarter, safer, and more efficient urban transportation system for all.

DISCUSSION:
The Federal Highway Administration (FHWA) has awarded the City a $10.6 million grant through the Advanced Transportation Technology and Innovation (ATTAIN) program. This funding supports the deployment, installation, and operation of advanced transportation technologies aimed at enhancing safety, mobility, efficiency, and system performance. The ATTAIN program also promotes intermodal connectivity and maximizes infrastructure return on investment. Once the FHWA fully executes the grant agreement, the City will have a four-year timeframe to implement the project and achieve these objectives.
The Pomona Emerging Transportation Technologies (PETT) Project will utilize these funds to modernize the City’s transportation network through the installation of fiber optics and cellular infrastructure. These enhancements will enable adaptive signal control, artificial intelligence-driven real-time traffic adjustments, traffic pattern forecasting, and collision prevention technologies. Additionally, the project includes the construction of a state-of-the-art traffic management center, providing staff with remote monitoring and operational capabilities to optimize traffic flow and improve overall roadway efficiency.
The City intends to collaborate with several agencies, such as the Federal Highway Administration (FHWA), California Department of Transportation (Caltrans), Omnitrans, Foothill Transit, the Fairplex, Pomona Valley Hospital Medical Center (PVHMC), California State Polytechnic University (Cal Poly Pomona), Southern California Edison (SCE), Los Angeles Metro (Metro), MetroLink, the Pomona Valley Transportation Authority (PVTA), and the Los Angeles County Workforce Development Board (WDB). One of the highlights is the partnership with Cal Poly Pomona which will be a sub-recipient to the ATTAIN Project and will conduct the data collection and evaluation.
This action will approve the Agreement and CIP project to move this initiative forward. Within the next six months, the City will begin implementation of the approximately four-year project.
