PREVIOUS RELATED ACTION:
On February 24, 2025, the City Council provided direction to staff to continue to seek grant funding from outside sources for full restroom/concession stand replacement using “shovel-ready” (construction ready) plans. City staff was also directed to perform immediate renovations including ADA compliant improvements (not including the surrounding concrete pavement) and roof replacement at a cost of approximately $160,000. These renovations would change each stall to a single occupancy restroom with a locking exterior door, update fixtures, and repaint, as well as replace the failing roof. At this meeting, it was recommended to appropriate Capital Improvement Project Fund Reserves (General Fund) for these renovations.
DISCUSSION:
At the February 24, 2025, Council Meeting, staff presented on the existing conditions of the Ted Greene Park Restrooms and asked Council for direction regarding funding for the necessary improvements to provide for adequate restroom facilities in light of other considerations that include the need for various improvements at other parks and budget constraints that the City of Pomona (City) is facing with the passage of Measure Y.
The City Council directed staff to continue to seek grant opportunities to provide for a full restroom/concession stand replacement using shovel-ready plans and highlighting community support for improvements. The City has put these plans out to bid and the full replacement of the Ted Greene Park restrooms and concession Stand came in at $910,285 for construction costs alone, not including utility work, permit fees, internal costs, and/or contingency. The City will continue to seek funding for the full replacement of the restrooms and concession stand.
In addition, City Council directed staff to perform necessary renovations to make the restrooms ADA compliant (not including the surrounding concrete pavement), upgrade the facility, and replace the roof at a cost of approximately $160,000. Work includes tearing down the walls to make one ADA compliant stall with one sink and one baby changing table for both men and women restrooms, replacement of fixtures, new exterior doors, repainting of interior/exterior surfaces, replacement flooring, and re-roofing. It was recommended that Capital Improvement Project Fund Reserves were to be used to fund these renovations.
Ted Greene Park is a highly utilized park by Little League and the surrounding community. It is also receiving a new playground provided by Los Angeles County Regional Park and Open Space District (RPOSD) Measure A funding. Providing the necessary renovations to make the restrooms ADA compliant and a new roof will improve the experience for the leagues that play there and the community and enhance safety.
COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priority 5: Goal O: Improve Parks facilities in the following general order of priority: 1) ensuring that existing amenities are functioning; 2) rehabilitating bathrooms and other park facilities and equipment; 5) adding new bathrooms; and 6) adding additional recreation and playground equipment.
