Progress Report.
The mission of the PHA continues to be to provide safe, decent, and sanitary housing conditions for very low-income families and to manage resources efficiently. The PHA continues to collaborate with local organizations, non-profit, private, and public entities to create healthy communities and to empower able residents to achieve financial independence. The PHA maintains strong internal controls by adopting new policies to enhance housing access and tenant protections. Our employees and stakeholders maintain a high level of responsibility and ethical behavior.
The PHA is engaged in constructing new affordable housing units to meet community needs. Most recently, the PHA was awarded new additional vouchers. The award consisted of (30) VASH, (10) Foster Youth to Independence, and (11) Stability Housing vouchers. In addition, the PHA awarded (24) Project Based vouchers {8 VASH & 16 Housing Choice} to the Cesar Chavez Foundation and National Core for the development of the Chris Hartmire Plaza who is set to starting leasing in May 2025 and Prisma Lofts which is scheduled to close escrow in March 2025.
Ongoing efforts to improve existing housing stock through rehabilitation has been possible through securing federal, state and local funding to support housing and improve infrastructure. The PHA is rehabilitating a 12 unit building, not only enhancing the value of the property but also positively contributing to the community by providing safe and affordable housing options.
In achieving the PHA goals, the PHA uses its designation as a Moving to Work (MTW) agency, to provide numerous benefits to the PHA, including authority to waive statutory and/or regulatory barriers, ability to create policies that address local needs, rethink the current administration of the HCV program, and become an industry leader among other benefits. Yearly, staff evaluates the various MTW activities and analyzes which activities best suit the needs of the program participants. The long-term effects of these benefits will result in streamlined processes and reduction in costs.
This past year, the PHA purchased a new innovative software that the PHA will greatly benefit from. It is designed to better meet the needs of staff, residents, landlords, and governing agencies. This new system will streamline and improve the administration of the Housing Choice Voucher (HCV) program, support the implementation of MTW activities, and enhance overall program efficiency. To maintain industry standards and improve customer satisfaction, the software offers a cutting-edge solution that automates, monitors, and enhances operations, filling the gaps of the PHA's existing software. The new software will allow for online applications, streamline the Section 8 waiting list process, provide applicants with 24/7 status updates, facilitate virtual voucher briefings, and support processes such as relocations, letters of good standing, and move-ins. Once available, integration with HUD's new Housing Information Portal (HIP) will further enhance the system's functionality. The PHA will use this technology not only to manage various housing programs, including the Family Self-Sufficiency program, Foster Youth Initiative, VASH, Mainstream, Emergency Housing Voucher, Stability Housing Voucher, and Permanent Supportive Housing (formerly Shelter Plus Care) programs, but also to implement MTW activities, improving flexibility and innovation in program administration.
Among the various successes, the PHA is also maximizing funding eligibility by maintaining a 98% minimum lease up rate. . The PHA continues to improve its briefing procedures for program participants by providing the most updated information in compliance with HCV program regulations. The PHA continues to further fair housing by ensuring access to assisted housing regardless of race, color, religion, national origin, sex, familial status, and disability by conducting annual workshops for participants and prospective owners within the PHA’s jurisdiction.
PHA complies with 24 CFR § 5.2007(3) Progress: The PHA continually revises its administrative plan to incorporate and comply with the most recent VAWA regulations. The PHA continues to disseminate informational flyers to all existing and prospective program property owners and program participants to promote VAWA awareness. New HCV program participants are thoroughly educated about VAWA during briefing orientations, through visual presentations and written documentation. The PHA presents the VAWA requirements to participating owners during regularly scheduled workshops. VAWA forms are available at the PHA - Administrative Office and on the city’s official website www.pomonaca.gov Most recently, the PHA is now fully staffed which has been pivotal as the PHA continues to grow and hiring the appropriate personnel will allow the agency to continue to meet its goals and objectives, year after year.
