DISCUSSION:

The purpose of the HCV program is to provide rental assistance to eligible families. The U.S. Department of Housing and Urban Development (HUD) determines the rules and regulations of the HCV program. The HCV program is the Federal government's major program for assisting very low-income families, the elderly, and the disabled in affording decent, safe, and sanitary housing in the private market. Families are free to choose any housing that meets the program's requirements. The HCV budget must be modified to align anticipated revenue from HUD and corresponding appropriations to the various line items through June 30, 2025.

The MS Program provides funding to housing agencies to assist non-elderly persons with disabilities who are transitioning out of institutional or other separated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless. The MS program is administered in accordance with regular HCV program requirements found at 24CFR Section 982. Rental assistance and supportive services provided through MS, are a critical resource for local communities in ending homelessness among our nation's disabled population. The MS budget must be modified to align anticipated revenue from HUD and corresponding appropriations to the various line items through June 30, 2025.

Eligibility for EHV is limited to individuals and families who are (1) homeless, (2) at risk of homelessness, (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking, or (4) recently homeless and for whom providing rental assistance will prevent the family's homelessness or having a high risk of housing instability. EHV port-in activity has increased for the City of Pomona, which is difficult to anticipate as EHV recipients relocated to Pomona, and their EHV vouchers followed. Due to the surge in port-in activity, we need to raise revenue estimates and appropriations for EHV port-in clients to ensure sufficient budgeting until June 30, 2025.

COUNCIL PRIORITIES & GOALS:

This item supports City Council Goal K – to reduce the unsheltered homeless population by 10% annually and take actions to mitigate the impacts of homelessness on the community.
