A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF AN ADDITIONAL $886,900 IN MEASURE H GRANT FUNDS FOR THE OPERATION OF THE CRISIS HOUSING PROGRAM AT HOPE FOR HOME HOMELESS SERVICES CENTER (H4H), AMENDMENT OF THE FY 2024-25 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES AND APPROPRIATIONS BY $886,900 WHEREAS, on July 17, 2017, the City Council awarded a contract to Volunteers of America of Los Angeles (VOALA) to perform as the Site Operator of the Year-Round Emergency Shelter – Hope for Home Homeless Services Center (H4H) – and also approved VOALA as a sole source Subrecipient of future funds identified to operate H4H; and WHEREAS, funding for a Crisis Housing Program to operate at H4H was made available by the Los Angeles Homeless Services Authority (LAHSA) through the Los Angeles County Measure H fund annually for a 100-bed program; and, WHEREAS, on August 05, 2024, the City Council authorized the agreement with LAHSA for $1,828,000 for the term of July 1, 2024 through June 30, 2025; and WHEREAS, LAHSA is requesting to amend the agreement to the total amount of $2,714,900 for an increase of $886,900; and, WHEREAS, VOALA as H4H Site Operator, shall receive an increased allocation of $841,135 of the funds awarded by LAHSA to operate the Crisis Housing Program at H4H.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. Authorize the acceptance of an additional $886,900 in the Los Angeles County Measure H fund for the operation of the Crisis Housing Program at H4H.
SECTION 2. Amend FY 2024-25 Operating Budget by increasing revenue estimates and appropriations per chart below:

SECTION 3. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
