PREVIOUS RELATED ACTION:

On February 7, 2022, the City Council approved an amendment to the existing agreement with HR Green Pacific, Inc. to provide professional on-call review and inspection services, for an amount not-to-exceed $300,000 for the initial three-year term, with renewal options not-to-exceed a combined additional amount of $200,000 during an additional two-year term.

DISCUSSION:

The Gold Line project extends the light rail corridor from Azusa to Montclair. The current phase of the project ends in Pomona with future phases anticipated to continue through to Montclair. The Foothill Gold Line Extension (also known as the Metro Gold Line Foothill Extension, or the “A” Line) is an extension of the Metro Gold Line light rail corridor from its initial terminus in Pasadena, east through the “Foothill Cities,” into San Bernardino Country. The plan was initially being implemented as two separate mass-transit projects, known as Phase 2A (Pasadena to Azusa) and Phase 2B (Azusa to Montclair). Phase 2A was completed in March 2016, while Phases 2B, which involves a new station in Pomona, scheduled to begin rail operations in summer. The phase to build the remaining two stations – Claremont to Montclair – is underway.

Approval of the extension will allow for City Staff to continue the submittal of project design documents for the proposed Gold Line project, as well as the need for additional construction (‘build’) inspection services in the field through the life of the project. Pomona City Code Section 2-984, requires any contract that will exceed five (5) years needs approval by the City Council.

COUNCIL PRIORITIES & GOALS:

This item supports the 2019-2020 City Council Priority 1: Fiscal and Operational Responsibility – Goal B: Improve efficiency and effectiveness of City Services to businesses and residents.
