CITY OF POMONA
COUNCIL REPORT
April 21, 2025
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Meg McWade, Public Works Director
SUBJECT: APPROVAL TO AMEND THE SC SIGNS PURCHASE ORDER FOR CITYWIDE SIGNS AND UNENCUMBERING/CLOSING SAFETY NETWORK SIGNS PURCHASE ORDER RECOMMENDATION:
It is recommended that the City Council approve the following action:
Approve the amendment of the purchase order of Citywide signs with SC Signs at the prices bid for an amount of $480,000.
EXECUTIVE SUMMARY:
In July 2024, City Council authorized a sign purchase for the Citywide signs to Safety Network Signs. Due to Safety Network Signs providing notice in March to the City that the company would no longer be able to provide signs due to staffing issues, the recommended action will amend an existing purchase order with SC Signs for as-needed citywide signs to $480,000. This will allow SC Signs to fulfill the remaining sign order for street sweeping posting, and the project to be completed in a timely manner. SC Signs has assured staff they will be able to provide the needed street sweeping sign.

This action does not require an increase in the overall operating budget, only an authorization by City Council to spend up to $480,000 with SC Signs. The current PO with SC Signs was opened under City Manager authority with a not to exceed amount of $99,999. It was anticipated the remainder of sign purchases would be procured under the previous City Council authorization to Safety Network Traffic Signs, who notified the City they would no longer be able to fulfill any sign orders. The $480,000 includes funds currently budgeted in the FY 2024-25 budget as follows:

PREVIOUS RELATED ACTION:
In FY 2023/2024 Athens provided $800,000 to the City for the purchase of signs, posts, and materials for citywide street sweeping signs. In FY 2023/2024 the City purchase $213,018 in signs and materials.
On July 15, 2024, City Council approved an appropriation of $550,000 from the Refuse Administration Fund Balance and awarded a purchase order to Safety Network Traffic Signs, Inc.
On February 24, 2025, City Council approved an appropriation for the remaining balance from the $800,000 provided by Athens of $36,982 to 145-2520-52285-00000 for the street sweeping sign replacement program.
DISCUSSION:
On July 15, 2024, City Council awarded a purchase order to Safety Network Traffic Signs for the manufacturing and supply of citywide signs, including those for the street sweeping postings. Two purchase orders for city sign needs were issued in August. One to Safety Network Traffic Signs and the second to SC Signs for as needed citywide signs; both purchase orders were issued in accordance with Invitation to Bid (IFB) #2023-31, which solicited bids for traffic and street name signs as needed throughout the City for a three-year period.
On March 20, 2025, Safety Network Traffic Signs formally notified staff that they would be unable to complete sign orders due to ongoing staffing issues. To avoid delays in the replacement of citywide signs, including those for the street sweeping project, staff amended the purchase order with SC Signs under the City Manager’s authorize limit. This amendment allowed SC Signs to continue providing signs while staff prepared to request Council approval for the purchases. If approved, the amendment to the current purchase order for SC Signs in the amount of $99,999 will increase by $380,001 for a new revised total purchase order amount of $480,000.
Staff recommends increasing the existing purchase order with SC Signs to allow them to fulfill the remaining order for citywide signs, including those for the street sweeping project. This action will ensure the timely completion of the street sweeping program without delays or disruptions to the project.
