PREVIOUS RELATED ACTION:

The Employment Agreement for City Manager Anita D. Scott was approved on February 5, 2024, and included a salary increase of five percent (5%) following a satisfactory or above rating on her performance evaluation upon the completion of first year as City Manager.

DISCUSSION:

Under the Pomona City Charter, the City Manager is appointed directly by and serves at the pleasure of the City Council. The contract for City Manager Anita D. Scott was approved on February 5, 2024, and contains terms for salary under Section 7. Compensation and Annual Evaluation. After completing her first year, the City Council completed a performance evaluation on March 17, 2025 and April 7, 2025. Following her exemplary performance evaluation rating, and review of City Manager salaries amongst comparison survey agencies, the City Manager and City Council desire to amend the 2024 Employment Agreement, within Section 7 and minor language changes to Section 9. Executive Coach. This amendment raises the annual salary increase from five percent (5%) to fifteen percent (15%) effective the first pay period in February 2025. With approval of this increase, the City Manager’s annual salary will increase from $295,000 to $339,250. All other terms and conditions of the Agreement remain unchanged. This new salary is comparable or less than the maximum posted salary for several nearby cities, including Ontario ($426,234), Pasadena ($363,693), and Corona ($367,203). Attachment 1, the first amendment to the Employment Agreement is presented to City Council for approval.

Attachment 2 is a Resolution approving the change to the Citywide Salary Schedule for Fiscal Year 2024-25, which includes all job classifications and pay ranges for all represented and unrepresented employee groups and reflects the change to the City Manager’s salary as proposed herein. In accordance with the requirements of the California Code of Regulations, Title 2, Sections 570.5 and 571, the City must adopt and publicly post a consolidated Salary Schedule for all City classifications.

This action includes compensation for changes for a local agency executive. Pursuant to California Government Code 3511.1, the City is required to “orally report a summary of a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive, as defined in subdivision (d) of Section 3511.1, during the open meeting in which the final action is to be taken.” Consistent with this requirement, this item is being placed on the discussion calendar for consideration.
