RESOLUTION NO. 2025-51
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ADOPTING THE CITY COUNCIL EXPENSE FUND ALLOCATIONS POLICY WHICH INCORPORATES THE COUNCIL EXPENSE REIMBURSEMENT POLICY, REGULATIONS FOR USE OF EXPENSE FUND ALLOCATION, AND THE COUNCIL SPONSORSHIP POLICY, AND RESCINDING RESOLUTION NO. 2002-171 WHEREAS, Pomona City Charter Section 404(b) authorizes reimbursement of necessary expenses for the Mayor and Councilmembers incurred in the performance of their official duties in connection with authorized city business, and provides for annual increases to the maximum annual reimbursement of expenses, which are put into an Expense Fund for the Mayor and each Councilmember; and WHEREAS, the City Council adopted an AB1234 compliant City Council Expense and Reimbursement Policy (“Policy”) which previously authorized “donations” as eligible expenses, if the City Council made certain Findings of Public Benefit; and WHEREAS, the City Council has amended that Policy to provide that instead of using a Finding of Public Benefit for approved donations, the Mayor and each Councilmember may voluntarily elect to allocate money from the Expense Fund for sponsorships in connection with the City Council Sponsorship Policy (“Sponsorship Policy”); and WHEREAS, the City Council desires to adopt a comprehensive Expense Fund Allocations Policy, incorporating the Expense and Reimbursement Policy, Regulation for the use of Expense Fund Allocations, and the Sponsorship Policy to provide greater oversight, transparency, and accountability while also making it more efficient to award sponsorships using the specified allocation made from the 404(b) Expense Fund.
WHEREAS, the City Council also desires to rescind Resolution No. 2002-171 pertaining to the use of allocations made to the 404(b) Expense Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The City Council hereby adopts the Expense Fund Allocations Policy, a copy of which is hereby attached as Exhibit A.
SECTION 2. The City Council hereby rescinds Resolution No. 2002-171 in its entirety. City Council has until November 30, 2025 to use their current capital improvement fund. Any unspent money after this date will be rolled into the City’s CIP Reserves.
SECTION 3. The City Clerk shall attest to and certify the passage and adoption of this Resolution, and it shall take effect immediately upon its approval.
