ENVIRONMENTAL IMPACT:
Construction of this project is subject to the terms of the MMRP per CEQA compliance requirements. Award of this contract will allow Stantec to conduct necessary environmental trainings, surveys, monitoring, documentation, mitigation, and reporting requirements to meet the terms of the MMRP.
Under separate agreement, the City will contract with Kizh Nation Resources Management to perform Native American monitoring services and will coordinate closely with the Yuhaaviatam of San Manuel Nation per the terms of the MMRP.
The City will allocate funds to participate in a mitigation banking program for the off-site habitat restoration of native riparian vegetation permanently impacted by construction, where such impacts cannot be avoided.
DISCUSSION:
The Pedley spreading grounds are existing groundwater recharge facility consisting of three basins that currently receive local stormwater runoff and process water from the Pedley Filtration Plant, which is located onsite. The proposed project, funded in part by the SCWP, will increase the spreading grounds capacity to capture, treat, and infiltrate local urban runoff, thereby increasing groundwater supply within the Six Basins.
Project improvements include regrading of the existing infiltration basins to increase recharge capacity, modifications to an existing diversion structure, constructions of new stormwater structures, construction of a new control vault, installation of a trash capture and nutrient separating systems, storm drain extensions, energy dissipation features, stilling basin and equalizer structures, spillways, and roadway and access upgrades. Additional improvements will be made to the Pedley Filtration Plant interconnect piping and controls.
In addition to water supply benefits, the project will provide community enhancements at the adjacent Chaparral Park, which is located on City property, and include new pathways, landscaping, educational signage, a viewing area with benches, and a bike rack. Once completed, the project will improve regional water sustainability, reduce pollutant loading in local waterways, and create new recreational and educational opportunities for the surrounding community.
In accordance with Section 2-993.1(4) of the City’s Purchasing Ordinance, a public notice for an Invitation for Bid (IFB), No. 2025-1023 – “Pedley Spreading Grounds Pond Enhancements CIP 81058” - was issued on the City’s electronic bidding platform on June 23, 2025. The solicitation notified 92 prospective bidders, of which three (3) proposals were received, bid results shown in Table 2.
