DISCUSSION:
The Pedley Spreading Grounds is an existing groundwater recharge facility consisting of three basins that currently receive local stormwater runoff and process water from the adjacent Pedley Filtration Plant. The proposed project, funded in part by the Safe Clean Water Regional Program, will enhance PSG’s capacity to capture, treat, and infiltrate local urban runoff, increasing water supply through groundwater infiltration.
Construction management services will include full project oversight and documentation, with the consultant responsible for schedule and budget control, review and processing of contractor submittals and payments, negotiation of change orders, labor compliance monitoring, and maintaining detailed project records. The consultant will also provide continuous communication with City staff, on-call availability during construction, and regular photographic documentation to ensure quality, compliance, and timely project delivery.
Construction inspection services will provide full-time on-site observation and documentation of the contractor’s work, ensuring compliance with project plans, specifications, safety standards, and regulatory requirements. The inspector will maintain daily reports, track progress and quantities, support payment and change order administration, coordinate with City staff, and deliver comprehensive records and final project documentation.
