NON-OCCUPIED MEDIAN, STREETSIDE/ROW AND OTHER LANDSCAPING AND AMENITY MAINTENANCE BID NO:

Prices shall be inclusive of all costs (labor, equipment, materials, training, travel, overhead, insurance, taxes, employee b enefits, ancillary personnel, etc.) expected to be incurred by the CONTRACTOR to fulfill the requirements of this Contract, including returning any areas not currently meeting contract requirements to acceptable condition. Unit prices will prevail.

Contract pricing for each contract year will be in accordance with the most recently published Consumer Price Index (CPI) for the Los Angeles/Long Beach (all urban consumers) Metropolitan Statistical Area issued by the U.S. Department of Labor. Contractors may submit a request to the Parks and Landscape Manager for annual CPI adjustments no later than sixty (60) days prior to the end of the annual contract period for review and approval. No additional fees or surcharges will be allowed beyond the bid prices submitted.

Permeable Pavement Maintenance
Pervious concrete or asphalt is an open void material designed to allow rainwater to filter through the paved surface into the ground rather than settling on the surface. It’s two main objectives are runoff peak flow attenuation while providing stormwater treatment.

General Maintenance The primary goal of porous pavement maintenance is to prevent the pavement surface and/or the underlying infiltration bed from being clogged with fine sediments. To keep the system clean throughout the year and prolong its lifespan, the pavement surface should be vacuumed with a commercial cleaning unit.

Planted areas adjacent to porous pavement should be well maintained to prevent soil washout onto the pavement. If any washout does occur it should be cleaned off the pavement immediately to prevent further clogging of the pores.

Furthermore, if any bare spots or eroded areas are observed within the planted areas, they should be replanted and/or stabilized at once. Planted areas should be inspected on an annual basis. All trash and other litter that is observed during these inspections should be removed.

Vacuuming
Vacuuming porous asphalt and concrete pavement with a vacuum sweeper. Combinations of washing and vacuuming techniques have proved effective in cleaning both organic clogging as well as sandy clogging. Maintenance crews are encouraged to determine the most effective strategy of cleaning their porous installations.

For smaller installations, such as sidewalks, plazas, or small parking lots, “walk behind” vacuum units may prove most effective. If “walk behind” units are used, it is recommended that the scrub pressure be kept relatively low. The dirtiest areas may need to be power washed after scrubbing to get out the dirt that has been deeply ground in.

Tree Well Maintenance
Trees placed in urban areas along the street provide environmental benefits. The tree’s canopy intercepts stormwater and the soil absorbs additional runoff and allow for infiltration.

Annual routine tree maintenance actions (e.g., pruning, watering young trees). Dead or diseased tree: Remove dead or diseased tree. Replace per original plans. Standing water in tree well for longer than 24 hours following a storm event:

Loosen or replace soils surrounding the tree to restore drainage. Presence of mosquitos/larvae: Disperse any standing water from the tree well to nearby landscaping. Loosen or replace soils surrounding the tree to restore drainage (and prevent standing water). Accumulation of sediment in Tree Well Surface Ponding Area should be periodically removed to prevent clogging and to promote healthy trees without excessive sediment build up near the base. Infiltration Trench Maintenance
Infiltration basins are designed to remove pollutants from stormwater runoff and reduce runoff volume through infiltration. Maintenance is required and is extremely important. Sediment and debris must be removed regularly to maintain correct function.

Annually clean basin. Remove any sediment, trash and debris. Remove any dead vegetation, trim live vegetation if needed and remove weeds. Replace dead plants/vegetation. Manage native vegetation (if applicable) through mowing, spot spraying for weeds and/or prescribed burning. Water as needed.

Irrigation Maintenance
Annually inspect irrigation equipment for broken equipment, watering targets vegetation, and eliminate over watering.
