CITY OF POMONA

COUNCIL REPORT
March 2, 2026
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Rosalia A. Butler, MMC, City Clerk
SUBJECT: APPOINTMENT OF A COUNCIL AD HOC COMMITTEE TO REVIEW APPLICATIONS FROM POTENTIAL APPLICANTS TO SERVE ON THE POLICE OVERSIGHT COMMISSION PURSUANT TO SECTION 806 OF THE CHARTER OF THE CITY OF POMONA RECOMMENDATION:

It is recommended that the Mayor appoint an ad hoc committee of three (3) Councilmembers to review applications from potential applicants to fill a vacancy on the Police Oversight Commission.

EXECUTIVE SUMMARY:

At the August 7, 2023, City Council Meeting, the Council adopted Ordinance No. 4333, which established a new Police Oversight Commission by amending Division 6 of Article 5 of Chapter 2 of the Pomona City Code to implement new Section 806 of the City Charter. Section 2-652(a) of Ordinance No. 4333 states notwithstanding “Section 801 of this Charter, the Commission shall be comprised of five (5) members appointed by majority vote of the City Council.” SB1439/GOVERNMENT CODE §84308 APPLICABILITY:

DISCUSSION:

On October 14, 2025, one of the Police Oversight Commissioners, Tremale Ratcliffe, termed out and did not reapply for a second term on the Police Oversight Commission, resulting in a vacancy. To fill this vacancy, applications for the Police Oversight Commission were accepted in the City Clerk’s office from October 21, 2025, to November 30, 2025. It is now time for the Mayor to appoint an ad hoc committee of three (3) Councilmembers to review the applications received from potential applicants during the recruitment period. Once the ad hoc committee is established, it will review the applications and make a recommendation for a potential applicant to fill the current vacancy on the Police Oversight Commission. Following that review, the matter will be brought before the full City Council at a future Council meeting for consideration and possible appointment to the Police Oversight Commission. The City Council retains full discretion to accept, reject, or otherwise act on the ad hoc committee’s recommendation.
