RESOLUTION NO. 2026-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND the FY 2023-28 CONSOLIDATED PLAN, FY 2025-26 Annual Action Plan AND THE CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR THE Community Development Block Grant (CDBG), Community Development Block Grant Coronavirus (CDBG-CV), HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME), EMERGENCY SOLUTIONS GRANT (ESG), esg-Rapid UNSHELTERED SURVIVOR HOUSING (ESG-RUSH), LEAD HAZARD REDUCTION AND HEALTHY HOMES (LHRHH), OLDER ADULT HOME MODIFICATION PROGRAM (OAHMP), PERMANENT LOCAL HOUSING ALLOCATION (PLHA), CALHOME REUSE AND CONTINUUM OF CARE (COC) PROGRAM FUNDS WHEREAS, it is the desire of the City Council to amend the FY 2023-28 Consolidated Plan, FY 2025-26 Annual Action Plan, and FY 2025-26 City Operating Budget to adjust revenue estimates and appropriations for various grant funds and projects; WHEREAS, the City Council approves the substantial amendments to the Federal Annual Action Plan, including the reallocation of CDBG, CDBG-CV, HOME and ESG funds; WHEREAS, the City Council must find that under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of CDBG, CDBG-CV, HOME, ESG, ESG-RUSH, LHRHH, OAHMP, PLHA, CALHOME Reuse, and COC program funds will serve low- to moderate-income persons and/or areas; and, WHEREAS, based on the foregoing, the City Council desires to allocate the unexpended funds, program income, other adjustments to eligible projects.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pomona, as follows:
SECTION 1. The City Council amends the (FY) 2025-26 Operating Budget to adjust revenue estimates and appropriate funding as follows:

SECTION 2. That, upon finding under the Federal guidelines established by the U.S. Department of Housing and Urban Development, the proposed changes are eligible uses of said funds and will serve low-to moderate-income persons.
SECTION 3. The City Clerk shall attest to the passage of this resolution, and it shall thereupon be in full force and effect upon its adoption.
