A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA TO AMEND THE FY 2025-26 OPERATING BUDGET TO ADJUST REVENUE ESTIMATES AND APPROPRIATIONS FOR TRI-CITY MENTAL HEALTH SERVICE ACT FUNDING (TRI-CITY) AND AMEND THE CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CREATING A NEW CIP PROJECT, “2040 N. GAREY AVENUE HOUSING UNITS”, FD428 CIP | CC1791 CIP | WORKTAG: PRJ-00004 APPROPRIATING $4,448,850 IN TRI-CITY FUNDING AND REAPPROPRIATE $985,567 OF SERIES AQ HOUSING BOND PROCEEDS FROM “252 E. 4TH STREET MAJOR REHABILIATION ,” FD428 CIP | CC2590 CIP | WORKTAG: PROJECT 71210 TO NEWLY CREATED PROJECT.
WHEREAS, the City Council desires to provide additional funding for the installation of prefabricated modular housing units and all necessary site improvements; and WHEREAS, $985,567 of Series AQ Housing Bond Proceeds is available to fund the project from 252 E. 4th Street Major Rehabilitation project.
WHEREAS, the City Council desires to amend the FY 2025-26 Operating Budget by adjusting revenue estimates and appropriations are necessary to accurately reflect the receipt of $4,448,850 of Tri-City funding to properly account for these funds and ensure their appropriate allocation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The Fiscal Year 2025–26 Operating Budget is hereby amended to adjust revenue estimates and appropriations in the appropriate funds and accounts to reflect Tri-City Mental Health Services Act funding received through the Tri-City Mental Health Authority in the amount of $4,448,850.
SECTION 2. The FY 2025-26 CIP Budget is hereby amended to create a new project, “2040 N. Garey Avenue Housing Units” and appropriating $4,448,850 of Tri-City Health Authority Grant Funds (FD215 CC1791 PRJ-00004 GR58821) for said project.
SECTION 3. The City Council amends the FY 2025-26 CIP Budget by unappropriating $985,567 of Series AQ Housing Bond proceeds from “252 E. 4th Street Major Rehabilitation,” FD428 CIP | CC2590 CIP|WORKTAG: Project 71210 (FD247 CC6201 CR) and appropriating the same amount to the newly created CIP project, “2040 N. Garey Avenue Housing Units,” (FD247 CC6201 PRJ-00004 DR).
SECTION 4. The City Manager, or designee is hereby authorized to make all necessary budgetary adjustments and to implement provisions of this Resolution.
SECTION 5. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
