CITY OF POMONA

COUNCIL REPORT
April 20, 2026
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Chris Diggs, Water Resources Director
SUBJECT: AWARD A PURCHASE ORDER FOR LABORATORY REAGENTS AND TESTING SUPPLIES TO HACH COMPANY RECOMMENDATION:

It is recommended that the City Council take the following actions:

Award a purchase order to Hach Company for a term of three years for the procurement of water laboratory reagents and testing supplies, of which the City is currently in the second year of the informal award.

Authorize the City Manager to approve the purchase order and any extensions thereto, on behalf of the City.

EXECUTIVE SUMMARY:

The recommended action will approve the purchase of laboratory reagents and testing supplies from Hach Co. for a three-year term. A purchase order was previously issued to Hach Co. on July 10, 2024, and the total amount now requires City Council approval.

SB1439/GOVERNMENT CODE §84308 APPLICABILITY:
☐ When this box is checked, it indicates the agenda item is subject to the Levine Act SB1439 requirements.  Council members are reminded to check their campaign contributions and determine whether they have received a campaign contribution of $500 or more that would require disclosure and/or recusal from discussing or acting on this agenda item.  Campaign contributions of $500 or more made 1) by any person or entity who is identified in the agenda report as the applicant or proposer or 2) on behalf of the applicant or participant, including a parent, subsidiary or otherwise related business entity, or 3) by any person who has a financial interest in the agenda item requires a councilmember to comply with SB1439.

FISCAL IMPACT:

Funds for the award to Hach Co. are available in the adopted FY 2025-26 Water Operations Budget, FD571, Water Operations | CC8129, Water Treatment | Water Treatment. The Water Resources Department anticipates annual purchases totaling $95,000. Funding for future years will be included in each respective annual budget submission.

DISCUSSION:

The proposed actions will approve the issuance of a purchase order to Hach Co. to provide water quality testing equipment, reagents, and related laboratory supplies. Due to the total award amount exceeding the informal purchasing authority threshold, City Council approval is now required. Approval of this award will allow staff to receive the necessary laboratory supplies to continue to operate the City’s water treatment facilities as is required by the California Division of Drinking Water.

In accordance with Section 2-993.1 (4)(a) of the City’s Purchasing Ordinance, “a public notice inviting bids” was posted on PlanteBids on April 24, 2024, IFB# 2024-1005. There were 270 vendors contacted and three bids were received (see Table 1). Staff reviewed the technical requirements and specifications necessary for a bidder to meet the City’s laboratory analysis needs. After a thorough review of all submitted bids and in accordance with the established criteria, HACH was determined to be the lowest responsive and responsible bidder.
