A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26 OPERATING BUDGET AND THE FY 2025-26 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY UNAPPROPRIATING $56,928 OF GENERAL FUNDS FROM THE OPERATING BUDGET FD101 | CC2003 | BUILDING AND YARD REPAIRS AND APPROPRIATING $56,928 OF GENERAL FUNDS TO THE CIP BUDGET FOR WORKTAG: PROJECT 71119-POMONA POLICE STATION/FIRE STATION 181 ENERGY EFFICIENCY UPGRADES (FD101 | CC2590 | SC263 TRANSFER TO CIP PROJECT FUND AND FD428 CC2590 RC116 | TRANSFER FROM GENERAL FUND) WHEREAS, the City Council is prescribed the authority, by Charter of the City of Pomona, to approve amendments to the Capital Improvement Program (CIP) budget; WHEREAS, energy efficiency is a priority of the City Council; WHEREAS, SoCalREN’s Revolving Savings Fund (RSF) loan is upfront money to fund energy retrofit projects over a five-year period at a zero percent interest rate that is available to the City; WHEREAS, Southern California Edison’s On-Bill Financing (OBF) loan was approved in the amount of $568,500 and $348,861 was returned, therefore leaving a balance of $219,639 that will be repaid over 10 years through the energy savings on the monthly electric bill; WHEREAS, the proposed CIP project can reduce energy usage at the City facilities; and, WHEREAS, the City Council wishes to amend the FY 2025-26 Operating and Capital Improvement Program (CIP) Budgets by reappropriating $56,928 from FD101 | CC2003 | Building and Yard Repairs to the Worktag: Project 71119-Pomona Police Station/Fire Station 181 Energy Efficiency Upgrades by appropriating $56,928 to amend allegiance Electric Inc. contract for the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The City Council amends the FY 2025-26 Operating Budget and FY 2025-26 CIP Budget by unappropriating $56,928 of General Funds from the Operating Budget for FD101 | CC2003 | Building and Yard Repairs and appropriating $56,928 of General Funds to the FY 2025-26 CIP Budget for Worktag: Project 71119-Pomona Police Station/Fire Station 181 Energy Efficiency Upgrades (FD101 | CC2590 |SC263 Transfer to CIP Project Fund and FD428 CC2590 RC116 | Transfer from General Fund ); and SECTION 2. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
