PREVIOUS RELATED ACTION:
On June 15, 2026, Council adopted the FY 2026-27 Annual Action Plan with CDBG funding recommendations.
DISCUSSION:
The Community Development Block Grant (CDBG) Program helps cities improve housing, neighborhoods, and job opportunities for people with low or moderate incomes. Every CDBG project must meet one of four national objectives:
1) help low-to-moderate income people directly;
2) benefit areas where most residents have low incomes; 3) clean up rundown areas; or
4) respond to emergencies like natural disasters
Projects must also fit into one of five categories:
Administration/Planning
Housing
Economic Development
Public Service or
Capital Improvement
With input from the community and City Council, a list of new and continuing capital improvement projects was approved as part of the FY 2026-27 Annual Action Plan. These projects, along with how much funding each are slated to receive, are included as an exhibit to the Resolution (Exhibit “A”). Action on this item will appropriate new CDBG funding for these projects.
As part of adopting Resolution No. 2026-99, the City will take several specific actions:
$10,000 of CDBG funding will be appropriated to “Westmont Park Restroom Rehabilitation,” in FD213 CC2590 Project No. 71130, from the District 5 ($63,283) annual 2026-27 CDBG allocation. $196,800 of CDBG funding will be appropriated to “ADA Curb Ramps and Path of Travel - Citywide (FY 26-27),” in FD213 CC2590 PRJ-00006, from the District 2 ($100,800) and District 3 ($96,000) annual 2026-27 CDBG allocations. $95,689 of CDBG funding will be appropriated to “Streetlights - Citywide (FY 25-26 to FY 27-28),” in FD213 CC2590 Project No. 68600, from the District 1 annual 2026-27 CDBG allocation. $310,737 of CDBG funding will be appropriated to “Street Improvements - Citywide (FY 25-26 to FY 27-28),” in FD213 CC2590 Project No. 67949, from the Mayoral ($87,469), District 4 ($93,265), District 5 ($53,283), and District 6 ($76,720) annual 2026-27 CDBG allocations.
This action enables the capital improvement projects to move forward in alignment with the goal to use 100% of CDBG funds to help low-to-moderate income people and families.
