Attachment No. 7

Request
This is a request to approve a City-initiated project for the installation of sixteen (16) modular units and on-site improvements for permanent supportive housing at 2040 N. Garey Avenue.

Previous action

APPLICABLE Code Sections
Pursuant to Section 100.E.7, “City Properties,” of the Pomona Zoning and Development Code, the provisions of the Code do not apply to any buildings, improvements, lots, or premises that are owned, leased, operated, or controlled by the City, or to any project for public purposes initiated by the City.

The Pomona Corridors Specific Plan (PCSP) only governs private development actions proposed for properties within the Specific Plan, as outlined in Section 2.0, “Orientation”.

Though the project has no applicable zoning standards, it has been analyzed for consistency with the objectives outlined in the General Plan including the project’s identified place type: Neighborhood Edge.

PARKING
Total of 30 parking spaces are proposed to be located to the rear of the development.

Access to the rear surface parking lot will be located along the northern property line, where two (2) proposed vehicular gates are proposed adjacent to an existing alleyway. One of the gates will provide well access for the Water Resources Department, which is located south of the parking lot.

Given the size of the units and affordability level, it is anticipated that there will be no more than two (2) vehicles per unit.

The proposed modular supportive housing project, is designed to minimize impacts to neighboring properties while providing a safe, comfortable place to live for residents experiencing homelessness.

property management
The units will be overseen by the City’s contracted property management company, which will be responsible for the overall management and maintenance of the property.

In addition, an-on site “manager,” referred by Tri-City, will reside at the property to provide a consistent on-site presence, monitor the units, and promptly report any issues or concerns to the property management company or the City for appropriate follow-up.

Additionally, the project will include security cameras throughout the development and parking lot area.

Public NOTICING
A public hearing notice was published in the Inland Valley Daily Bulletin and was sent to all property owners and occupants of properties within a 1,000-foot radius of the subject site as required by law.

Environmental Review
This project meets the criteria for a Categorical Exemption pursuant to Section 15332, Class 32 (In-Fill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines in that the proposed project is characterized as in-fill development and meets the conditions outlined in City Council Resolution No. 2026-103. Therefore, no further environmental review is required.
