SERVICES OFFERED - Great Scott Tree Service, Inc. (GSTS) is a full- service operation equipped and qualified to provide you with the best solutions for all your tree maintenance needs. GSTS will deliver a level of quality that meets or exceeds the International Society of Arboriculture (ISA) standards. We provide tree services that result in a neat, clean and attractive appearance to trees and associated sites serviced. Below is an overview of the most common tree maintenance services that we can provide.
GRID PRUNING - GSTS will implement a comprehensive, data -driven Grid Pruning Program designed to provide consistent, equitable, and cyclical tree maintenance across all designated service areas. In accordance with the City’s grid-based system, the urban forest is divided into 10 geographic grid areas as illustrated in the provided Grid Pruning Map.
Each grid will be systematically maintained on a recurring cycle to ensure uniform service levels, proactive risk mitigation, and long-term tree health.
Cyclical Grid Pruning Schedule Development - GSTS will develop a multi-year pruning cycle in collaboration with the City’s Urban Forester, prioritizing tree population density, species composition, risk profiles, and historical maintenance needs within each grid. Our methodology includes:
• Baseline Assessment: Utilizing existing City inventory data and GIS records to evaluate current pruning cycles and backlog conditions.
• Cycle Establishment: Implementing a structured rotation schedule (e.g., 3–year cycle or as directed by the City) ensuring that all grids are maintained within the prescribed timeframe.
• Workload Balancing: Distributing workload evenly across all grids to maintain consistent crew productivity and avoid service gaps.
• Priority Integration: Incorporating high- risk or high- visibility areas into early -cycle scheduling while maintaining overall program balance.
This structured approach ensures that all areas of the City receive consistent attention while proactively reducing hazards and emergency incidents.
Grid Pruning Execution & Management - Each grid will be treated as a defined work unit, allowing for efficient planning, tracking, and completion. GSTS will:
• Assign dedicated crews to specific grid areas to improve efficiency and accountability • Perform systematic, street-by-street pruning to ensure no trees are missed • Maintain daily production targets to keep grid completion on schedule • Coordinate closely with City staff to confirm priorities and address field conditions Field supervisors will conduct ongoing quality control inspections to ensure all work meets ANSI A300 and ISA Best Management Practices, as well as City specifications.
Summary - Through a structured grid-based approach, GSTS will deliver a reliable, consistent, and performance- driven pruning program that ensures all areas of the City are maintained equitably while improving public safety, tree health, and overall urban forest quality.
Section 6. PROJECT APPROACH
Pg.34
MAINTENANCE TREE PRUNING is performed when conditions within the crown of a hardwood tree are such that the entire tree needs to be fully pruned. Complete pruning is recommended when the primary objective is to maintain or improve tree health and structure and includes pruning to reduce overall canopy mass and excessive wood weight. A Full Prune typically consists of one or more of the following pruning treatments:
• Crown Cleaning or cleaning out is the removal of dead, diseased, crowded, weakly attached and low-vigor branches and water sprouts from the entirety of the tree crown. • Crown Reduction (Pruning to Reduce) is used to reduce the height and/or spread of a tree. Crown reduction varies from topping, a destructive practice, in that cuts are not made indiscriminately, resulting in large stubbed off limbs that are subject to decay. • Crown Restoration (Pruning to Restore) is corrective pruning used as a means to restore the form of crowns that have been previously damaged by extenuating circumstances.
This treatment is best performed by tree workers who have a good understanding of the effects of pruning for the cultivation of tree canopies. • Crown Thinning includes crown cleaning and the selective removal of branches to increase light penetration and air movement into and through the crown. Increased light and air stimulate and maintain interior foliage, which in turn improves branch taper and strength. Thinning reduces the wind- sail effect of the crown and the weight of heavy limbs.
PALM TREE CARE criterion varies based on the species, type and/ or purpose of the service being performed and consists of maintaining the crowns and trunks of palm trees including the pruning of spent or declining fronds and seedpods, trunk sounding, and the skinning/pinneappling or shaping of spent petiole bases into a ball or nut as applicable by palm type.
• Palm Pruning shall consist of the removal of loose dead fronds, fruit clusters and other vegetation from the trunks of all palms in a manner selected by the Contractor and approved by the City’s Contracting Officer.
• Palm Sounding is proactive approach to preventing extreme safety hazards and (in some recorded cases) death caused by non-visible decay in the trunk interior. A sound inspection is performed at the three general stem areas: the upper stem, middle stem, and lower stem at the North, East, South, and West points of the tree. Detailed written reports with findings, overall assessment, and recommended courses of action are then submitted to the city for review. • Palm Skinning is performed to promote positive health, safety, and aesthetic characteristics in most varieties of palm species. Spent petiole bases are left uniformly long to form a base, which shall extend a specific distance (based on the individual species of palm) below the lowest live frond in the crown. Using hand tools, the Contractor shall skin the trunk area below the base clean without causing damage to live trunk tissue. • Palm Pineappling is performed to promote positive health, safety, and aesthetic characterizes specific to Date Palms (Phoenix canariensis & Phoenix dactylifera). Dead petiole bases shall be formed into an ornamental ball, which begins directly below the lowest green fronds and acts to provide a base of support to the palm crown. This ornamental ball shall be uniform and smooth in appearance and shall extend no less than four (4) and no more than eight (8) feet below the lowest live frond in the crown.

SERVICE REQUEST/AESTHETIC PRUNING - Great Scott Tree Service, Inc. (GSTS) will provide a responsive and well-coordinated Service Request Pruning program designed to address non-cyclical maintenance needs, public safety concerns, and City -directed work orders . This program operates in parallel with the City’s grid pruning schedule and is fully aligned with the response time requirements and service priority classifications outlined in the RFP.
Our team will maintain dedicated rapid response and flex crews to address these requests without impacting the progress of cyclical grid pruning operations. Crews will be strategically deployed based on priority level and geographic proximity, ensuring efficient response and compliance with required timelines.
All work will be performed in accordance with ANSI A300 standards and ISA Best Management Practices, with a focus on public safety, tree health, and overall urban forest quality. GSTS will coordinate closely with the City’s Urban Forester and designated representatives to ensure service requests are addressed in alignment with City priorities. When practical, work will be integrated with ongoing grid operations to maximize efficiency while maintaining responsiveness to urgent needs.
LINE CLEARANCE PRUNING - Great Scott Tree Service, Inc. (GSTS) will perform line clearance pruning to maintain safe and reliable separation between trees and utility infrastructure. This service addresses conditions where tree limbs may create strain, tension, or abrasion on telecommunication or electrical lines , and will be performed at the direction of the City inspector.
Line clearance pruning includes the pruning, trimming, maintaining, or removal of vegetation to achieve required clearances of six (6) to eight (8) feet from primary electrical lines and three (3) feet from secondary lines , in accordance with applicable regulations. All work will be performed with consideration for both public safety and tree health, maintaining structural integrity and aesthetics to the extent practicable.
Safety & Compliance -
GSTS will comply with all applicable safety requirements, including:
• City of Pomona Municipal Codes
• Article 38 of the High Voltage Electrical Safety Orders • Article 12 of the General Industry Safety Orders
• Title 8 of the California Administrative Code
Each crew performing work near electrical conductors will include qualified personnel, with workers certified as ACRT Line Clearance Arborists and/or Electrical Hazard Awareness Program (EHAP) certified , ensuring full compliance with RFP requirements and safe work practices around energized conductors.
Section 6. PROJECT APPROACH
Pg.36
Work Practices - All line clearance pruning will be performed in accordance with ANSI A300 standards and ISA Best Management Practices. Crews will utilize proper pruning techniques to avoid damage to conductors and surrounding infrastructure while maintaining tree health. Work will be conducted with strict adherence to safety protocols, including appropriate PPE, traffic control, and minimum approach distances. Coordination with the City and, when necessary, utility providers will ensure all work is performed safely and efficiently.
Sum
mary - GSTS’s line clearance pruning program prioritizes public safety, regulatory compliance, and system reliability, ensuring that vegetation is properly managed around utility lines while maintaining the health and appearance of the City’s urban forest.
S
AFETY CLEARANCE PRUNING - Safety clearance pruning is performed when conditions within the crown of a hardwood tree require specific corrective action to meet clearance or safety objectives. Parkway trees in residential areas with limbs extending less than 15 feet over traffic lanes and arterials, and less than 8 feet at the curb, are typical candidates for this service.
S
afety clearance pruning may include one or more of the following:
• Crown Raising: Removal of lower branches to provide clearance for buildings, vehicles, and pedestrians. Trees will be pruned to maintain proper structure, ensuring that at least one-half of the foliage remains within the lower two -thirds of the crown to support a stable, well-tapered form and balanced stress distribution. • Clearance Pruning: Selective removal of limbs to address specific clearance issues when full pruning is not required. This approach targets problem areas without performing the detailed work associated with a full prune.
YO
UNG TREE CARE - Great Scott Tree Service, Inc. (GSTS) will provide young tree care services focused on establishing strong structure, promoting healthy growth, and reducing future maintenance needs. This service supports the long-term success of newly planted and developing trees.
Young tree care will include structural pruning to develop proper branch spacing, attachment, and form in accordance with ANSI A300 standards and ISA Best Management Practices. Trees will be regularly inspected to identify and correct defects such as codominant stems, poor branch structure, or growth patterns that may lead to future failure. Additional care will include monitoring tree condition, maintaining tree wells in a clean and weed- free condition, and adjusting staking or ties as needed to support proper development.
Through proactive maintenance during the establishment period, GSTS will help ensure safer, healthier, and more structurally sound trees contributing to the City’s long-term goals.
Section 6. PROJECT APPROACH
Pg.37
TREE REMOVAL – GSTS will provide comprehensive tree removal services focused on public safety, risk mitigation, and proactive urban forest management . All removals will be performed in accordance with City direction, applicable standards, and best management practices, including ANSI Z133 and ISA guidelines. Removals will be conducted based on cyclical inspections, service requests, emergency response, or direct City authorization. Only trees designated and approved by the City will be removed.
Tree removal services will be performed under the bid schedule categories, including:
• Tree and Stump Removal with Backfill and Reseeding (as needed) • Tree Only Removal (with Stump Herbicide Treatment)
• Stump Only Removal with Backfill
Hazard Identification & Risk Assessment - GSTS utilizes ISA Certified Arborists, including TRAQ-qualified personnel, to identify and assess hazardous trees using industry- recognized risk assessment methods. Evaluations consider structural defects, canopy condition, root stability, site conditions, and proximity to potential targets.
Each tree is assigned a risk rating consistent with
ISA TRAQ guidelines, allowing the City to prioritize mitigation measures based on likelihood of failure and potential impact.
Documentation & City Coordination - All hazardous tree assessments will be clearly documented and submitted to the City, including location, observed conditions, risk rating, photographic documentation, and recommended action. GSTS will coordinate closely with the City’s Urban Forester to review findings, confirm removal approvals, and prioritize work.
Conditions posing immediate risk will be addressed promptly, with notification to the City.
Removal Operations & Site Protection - All tree removal operations will be performed with the highest level of care and control to ensure safety and prevent damage to surrounding property. Trees will be dismantled using appropriate rigging, equipment, or crane support as necessary, with all limbs and trunk sections carefully lowered—never free- felled in a manner that could cause damage.
Prior to commencing work, GSTS will contact Underground Service Alert (USA) and identify all underground utilities and irrigation systems. Any damage to utilities or irrigation components will be promptly repaired using materials equal to or better than existing conditions.
During
operations, GSTS will maintain full control of all debris handling and loading activities to minimize noise, prevent property damage, and ensure safe working conditions within the public right-of-way.
Stump Removal & Site Restoration - Immediately following tree removal, stumps and associated surface roots will be ground to a minimum depth of twenty- four (24) inches below grade, or as otherwise specified by the City. For larger removals, additional grinding will be performed around the stump perimeter to ensure a smooth and even finished grade. All resulting holes will be backfilled, compacted, and leveled to match surrounding conditions. If stump grinding cannot be completed immediately, GSTS will install and maintain appropriate safety barricades until the work is finalized. All debris, excess material, and work -related waste will be removed, and the site will be left clean and safe upon completion.
Section 6. PROJECT APPROACH
Pg.38
Coordination with City Planting Programs - GSTS recognizes that tree removals are directly tied to the long-term sustainability and continuity of the City’s urban forest. Following removals, GSTS will coordinate closely with the City to support replanting efforts by:
• Identifying viable planting locations and verifying site conditions • Ensuring complete stump grinding and site preparation to support successful installation • Providing relevant site data (species removed, location, constraints) to assist in species selection

GREEN WASTE RECYCLING - Great Scott Tree Service, Inc.’s dedication to being a responsible corporate citizen is demonstrated in our Green Waste Recycling Program . We recognize the importance of investing in our future and protecting our natural resources. Unless specified otherwise, we divert 100% of our green waste away from traditional landfills, ensuring it is processed for beneficial reuse.
Following the closure of the Colmac Energy biomass facility in 2024, GSTS transitioned to a regionally integrated and sustainable green waste management approach . Our crews transport all generated green waste to our centrally located staging yard, where it is temporarily stored, sorted, and prepared for transfer. From there, a licensed hauler delivers the material to a network of Southern California nurseries.
At these nursery facilities, the green waste is ground, composted, and amended to produce nutrient-rich soil components for potted plants and other horticultural applications. This process supports the circular economy within our regional green industry, enriches local soils, and reduces landfill dependency.
ENVIRONMENTAL COMMITMENT - In accordance with AB 939 of the California Integrated Waste Management Act , GSTS follows a waste management hierarchy to guide implementation, in order of priority:
1. Source Reduction – Minimizing waste at the point of origin.
2. Recycling and Composting – Converting organic materials into reusable products.
3. Environmentally Safe Transformation and Disposal – Only as a last resort.
This approach aligns with the City of Pomona’s sustainability goals and our own mission to reduce environmental impact in every community we serve.

WILDLIFE PROTECTION PLAN
The Federal Migratory Bird Treaty Act (MBTA) makes it unlawful "by any means or manner to pursue, hunt, take, capture (or) kill" any migratory birds except as permitted by regulations issued by the U.S. Fish and Wildlife Service (FWS). The term "take" is defined as "pursue, hunt, shoot, wound, kill, trap, capture or collect" any migratory bird or any part, nest or egg of any bird covered by the conventions, or to attempt those activities. According to the Act, anyone who violates the Act, or its regulations, is guilty of a misdemeanor and subject to fines, jail time or both. Anyone who knowingly takes a migratory bird and intends to sell or barter the bird is guilty of a felony.
N
ESTING SEASON
The nesting season is generally considered February 1 st to August 31 st in California, with it’s peak from mid- March and late- June, however this can vary from year to year depending on temperatures, rainfall and prey abundance and, although uncommon, birds have been reported to nest in all months of the year in California.
G
ENERAL GUIDELINES
Crews will always perform a visual inspection of the entire tree and surrounding area. If an active nest is found within 300 feet (passerines) or 500 feet (birds of prey) of a tree site the foreman will delay tree work until it can be determined that the nest is no longer active. If the nest has been determined to be active the tree will be flagged in our inventory system as such and will be removed from the work order and placed on dedicated tree list to be completed at a later time.

Our fleet is supported by our primary maintenance facility in Stanton, along with additional yard locations positioned to facilitate regional operations. The fleet includes aerial lift trucks, chippers, stump grinders, cranes, loaders, and fully equipped service vehicles, along with access to a co -located green waste recycling facility to support efficient debris handling and disposal.
GSTS maintains a modern fleet with an average equipment age of approximately 5–7 years, ensuring reliability, operational efficiency, and compliance with current safety standards. Our equipment replacement program is structured to cycle out aging units on a rolling basis, with major equipment evaluated for replacement o r refurbishment within 5–10 years, depending on usage and condition.
Fleet replacement is also coordinated with applicable regulatory requirements, including CARB compliance.
All equipment utilized under this contract will be OSHA -compliant, routinely inspected, and maintained to meet or exceed State of California safety and operational requirements. GSTS operates a structured preventive maintenance program managed by our in -house fleet department , ensuring consistent performance and minimizing downtime. Each unit undergoes scheduled service intervals based on manufacturer specifications, hours of use, and field conditions, with daily pre -use inspections performed by operators. Maintenance records are centrally managed and available for City review upon request. To support uninterrupted operations, GSTS maintains backup equipment and critical parts inventory, allowing for rapid replacement in the event of mechanical issues and ensuring equipment availability does not impact service delivery. Upon request, GSTS will make equipment available for City inspection and verification , and can provide maintenance logs, inspection records, and safety certifications.

EQUIPMENT BREAKDOWN CONTINGENCY PLAN – GSTS recognizes that maintaining uninterrupted operations is essential to meeting the City’s service expectations. In the event of equipment breakdown or mechanical failure, GSTS has a well -established contingency plan to ensure work continues safely, efficiently, and without schedule disruption. This approach is designed to maintain consistent production levels and prevent delays to both cyclical grid pruning and service request response.
GSTS maintains redundant units of all major equipment types —including aerial lifts, chippers, stump grinders, and service trucks —positioned across our operations network to support immediate deployment. When a breakdown occurs, field crews notify our in- house fleet department through established communication channels, and replacement equipment is dispatched the same day to minimize disruption. Affected units are then transported to our maintenance facility for inspection and repair. This system ensures that field operations remain continuous regardless of equipment status.
Our on-staff mechanics and service technicians are available during all operational hours and remain on- call after hours to support emergency or unplanned maintenance needs. Repairs are prioritized to restore units to service quickly while maintaining full compliance with OSHA, ANSI, and manufacturer safety standards.
This built-in redundancy, combined with a disciplined preventive maintenance program and a fleet large enough to absorb unexpected downtime, ensures GSTS can continue meeting all performance schedules—even in the event of unforeseen equipment issues. Backup equipment and critical parts inventory are maintained to support rapid replacement, ensuring equipment availability does not impact production schedules, response times, or service quality . This proactive approach supports consistent service delivery and reinforces GSTS’s ability to meet all contract performance requirements.
FLEET EMISSION CONTROL PROGRAM
– Great Scott Tree Service, Inc. (GSTS) is fully
committed to environmental compliance and fleet sustainability, maintaining all vehicles and equipment in accordance with California Air Resources Board (CARB) regulations, South Coast Air Quality Management District (SCAQMD) requirements, and all applicable state and federal air quality standards.
A
ll GSTS heavy-duty trucks and aerial units comply with CARB’s Clean Truck Check (formerly HD - IME) program, including required registration, reporting, and emissions testing through the Clean Truck Check Vehicle Inspection System (CTC -VIS). Each vehicle is maintained under a structured preventive maintenance program and equipped with emission- reduction technologies designed to minimize nitrogen oxide (NOx) and particulate matter (PM) output. Portable equipment, including chippers and grinders, is regulated under CARB’s Portable Equipment Registration Program (PERP) and the Portable Engine Airborne Toxic Control Measure (ATCM). GSTS participates in the Tier Phase -Out Option, allowing for systematic replacement of older engines in alignment with CARB’s regulatory schedule while maintaining continuous compliance. All applicable equipment is properly registered, labeled, and supported by current documentation and maintenance records available for City review.
I
n addition to regulatory compliance, GSTS actively incorporates low-emission equipment into daily operations, including the use of electric chainsaws and blowers where appropriate. These tools reduce emissions, noise, and fuel consumption, particularly in residential areas and environmentally sensitive locations.
T
hrough adherence to CARB and SCAQMD requirements, combined with proactive fleet management and the use of low -emission technologies, GSTS maintains a modern, compliant, and environmentally responsible fleet that supports improved air quality and aligns with the City’s sustainability objectives.
Section 7. PROJECT SCHEDULE
Pg.74
PROJECT UNDERSTANDING - Great Scott Tree Service, Inc. (GSTS) understands that the City of Pomona is seeking a qualified municipal urban forestry contractor to provide comprehensive citywide tree maintenance and emergency response services beginning in July 2026 and continuing throughout the term of the Agreement. GSTS further understands that successful performance requires more than production trimming capacity alone; it requires safe field operations, reliable scheduling, qualified supervision, accurate documentation, responsive service delivery, and long-term accountability.
GSTS understands that the City’s Scope of Services includes ISA full -trim grid pruning , park tree pruning, palm maintenance, Chinese Elm pruning, VPD lot tree maintenance, Phillips Ranch Assessment District tree maintenance, removals, stump grinding, planting, watering, small tree care, line clearance pruning, clearance pruning, root pruning, arborist services, foliar and pesticide treatments, emergency response, crew rental, specialty equipment support, data entry, GPS tree inventory , online maintenance access, webpage development, and Urban Forestry Manual updates.
GSTS recognizes that the City’s annual pruning program is structured around defined maintenance cycles and available funding . Under Service Level A , the City intends to maintain a five -year cycle for City street trees, a three- year cycle for park trees and VPD lot trees, a two-year cycle for Chinese Elms, and a two-year cycle for palms. GSTS also understands that the City may award the contract under Alternate Service Level B , which may extend certain maintenance cycles while preserving the same required work standards. Our schedule and resource plan will support either service level while maintaining flexibility for out-of- cycle requests, emergency work, and extraordinary services.
GSTS also understands the importance of Pomona’s GPS tree inventory and work order management requirements . Through TrimIT ™, our GPS -based urban forest management platform, GSTS will support inventory updates, work documentation, service request tracking, reporting, job balance visibility, and GPS accessibility throughout the contract term.
In addition, GSTS understands that work must be performed safely and efficiently in active public rights -of-way, residential neighborhoods, commercial corridors, parks, medians, City facilities, fuel modification areas, slopes, and assessment district areas. All work will be performed in compliance with applicable ANSI A300 standards, ISA Best Management Practices, Cal/OSHA requirements, prevailing wage requirements, traffic control standards, and City specifications , while minimizing impacts to residents, businesses, pedestrians, motorists, and City operations.
GSTS further understands that emergency response readiness is a critical component of this contract. The City requires 24/7 emergency availability and response to damaged trees resulting from storms or other causes. GSTS will maintain emergency contact protocols, available crews, backup equipment, and supervisory oversight to respond quickly to emergency conditions while coordinating closely with City staff.
In summary, GSTS understands that the City of Pomona’s objective is to establish a reliable, accountable, and technically qualified urban forestry partnership that can maintain the City’s tree assets, respond to public safety needs, support accurate inventory management, and adapt to the awarded service level and available funding. Our project schedule is designed to provide an organized startup, clear communication, defined milestones, ongoing cycle management, responsive service request handling, and continuous reporting throughout the contract term.
