PREVIOUS RELATED ACTION:

On April 26, 2022, the City issued Invitation for Bid (IFB) No. 2022-30 for Traffic Signal Equipment. Following review of the bid results, Purchasing awarded the bid to JTB because it met all of the City’s requirements.

DISCUSSION:

On April 26, 2022, the City issued IFB No. 2022-30 “Traffic Signal Equipment” through the City’s electronic bidding platform, PlanetBids. The solicitation notified 107 potential suppliers, 12 suppliers downloaded the bid documents, and the City received two bids. Although JTB was not the lowest bidder, it fulfilled all 20 bid items requested by the City, while the apparent lowest bidder did not offer three items requested: 12-inch traffic signal heads, ADA pedestrian push-button assemblies, and deep-cycle backup batteries. Following a review of the bid results, the bid was awarded to JTB Supply Co., Inc. because it offered all requested items.

The City maintains approximately 190 traffic signals and purchases various parts and equipment to support traffic signal maintenance and repairs. JTB supplies the needed traffic signal equipment, including conflict monitor units, power supplies, flashers, isolators, load switches, detectors, traffic signal heads, pedestrian countdown modules, ADA pedestrian push-button assemblies, LED signal modules, and deep-cycle backup batteries.

To ensure continuity of the City’s traffic signal infrastructure repair needs and address ongoing vandalism, Staff is requesting an increase to the total not-to-exceed amount from $100,000 to $175,000. The additional $75,000 will provide sufficient purchasing capacity throughout the remainder of the award term ending July 17, 2027.

COUNCIL PRIORITIES & GOALS
This item supports the FY 2026-27 City Council Priority #2: Dedication to Infrastructure and Enhancement of Community Assets – Goal #B: Advance safer streets and traffic-calming solutions.
