PREVIOUS RELATED ACTION:

On November 3, 2025, the City Council accepted a total of $4,448,850 in funding from Tri-City Mental Health for the creation of permanent supportive housing projects within the City of Pomona (Attachment No. 4).

On March 16, 2026, the City Council approved the sole source purchase with LifeArk SPC in the amount of $2,245,001 for the acquisition of prefabricated modular housing units for the development of permanent supportive housing for low-income families at the City-owned property at 2040 N. Garey Avenue (APN: 8362-002-904, -906). This approval of the sole source purchase allowed the City to acquire sixteen (16) modular units for the rapid delivery of innovative high-quality, sustainable, and cost-effective housing for residents experiencing homelessness (Attachment No. 5).

On April 6, 2026, the City Council awarded Angeles Contractor, INC. (ACI) a construction contract in the amount of $2,773,405 for the installation of the modular units and related on-site and off-site improvements for the development of permanent supportive housing at 2040 N. Garey Avenue. The City Council also amended the FY 2025-26 CIP budget to establish a new CIP Project title “2040 N. Garey Avenue Housing Units.” (Attachment No. 6).

ENVIRONMENTAL IMPACT:

In 2014, the City of Pomona adopted a Final Environmental Impact Report (EIR) associated with the discretionary project, which analyzed the environmental impacts of the City of Pomona’s General Plan Update (GPU), Corridors Specific Plan, Active Transportation Plan, and Green Plan. In conjunction with the certification of the GPU and PCSP EIR, a Mitigation Monitoring and Reporting Program (MMRP) was adopted. The proposed project site was previously studied under this Certified Final EIR.

This project meets the criteria for a Categorical Exemption pursuant to Section 15332, Class 32 (In-Fill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines in that the proposed project is characterized as in-fill development and meets the conditions outlined in City Council Resolution No. 2026-103.

DISCUSSION:

Applicable Code Sections
Pursuant to Pomona Zoning and Development Code Section 100.E.7, “City Properties,”, the provisions of the Code do not apply to any buildings, improvements, lots, or premises that are owned, leased, operated, or controlled by the City, or to any project for public purposes initiated by the City. Moreover, the development standards in the Pomona Corridors Specific Plan (PCSP) only govern private development actions proposed for properties within the Specific Plan, as outlined in Section 2.0, “Orientation.” Though the project has no applicable zoning standards, it has been analyzed for consistency with the objectives outlined in the General Plan including the project’s identified place type: Neighborhood Edge.

Project Summary and Property Information
The proposed project includes the installation of sixteen (16), one-bedroom, modular units across two (2) City-owned parcels, located at 2040 N. Garey Avenue and a portion of the rear parcel at 2032 N. Garey Avenue. The proposed work includes on-site improvements such as a deck area, updated fire sprinkler systems, increased landscaping, lighting across the parcels, short-term and long-term bicycle parking for tenants, and a rear parking lot for the residents (Attachment No. 2). Below is a breakdown of the property information for both parcels, as it relates to the location of the proposed work (Attachment No. 7).

Permanent Supportive Housing is a permitted residential use within both the Workplace Gateway Segment of the Pomona Corridors Specific Plan (PCSP) and the Residential Neighborhood District 1 (RND1) zone of the Pomona Zoning and Development Code (PZDC). Accordingly, the differing transect designations do not preclude the proposed development of Permanent Supportive Housing on the City-owned parcels.

Project Location and Existing Conditions
The subject site is located in the northeast quadrant of the City and totals approximately 27,741 square feet in size across two (2) parcels (APN: 8362-002-904 and APN: 8362-002-906). The existing Pomona Family Stabilization Hub (“The Hub”), measuring 3,455-square feet faces N. Garey Avenue and will remain on site, to be utilized as office space and provide supportive services to tenants of the proposed development. At the rear, there is an existing surface parking lot with 10 identifiable parking spaces, adjacent to an existing alleyway. The site contains approximately 1,279 square feet of existing landscaping within the front and rear yard areas. Below is a breakdown of the surrounding land uses, their zoning information, and their general plan place types.

Project Review
Although the proposed development is City-owned and therefore exempt from applying development standards from the Pomona Zoning and Development Code or Pomona Corridor’s Specific Plan, staff attempted to ensure compliance with the development standards to the extent feasible. This includes, but is not limited to setbacks, height limits, landscaping, parking stall dimensions, trash enclosure requirements, and lighting. As the modular units are proposed to be installed within 2040 N. Garey Avenue (APN: 8362-002-904), the Pomona Corridors Specific Plan was referenced for site compliance.

Design Review
The proposed development sprawls across two (2) parcels located at 2040 N. Garey Avenue (APNs 8362-002-904 and 8362-002-906), with a combined area of approximately 27,741 square feet. Approximately 19,876 square feet of the site will be utilized for the proposed development. The project proposes sixteen (16) modular units on APN 8362-002-904, totaling approximately 3,551 square feet. Individual unit sizes range from approximately 201 to 268 square feet in size and will consist of a one-bedroom configuration with a kitchenette and bathroom.

The proposed development will also include a shared laundry area, long-term and short-term bicycle parking, trash enclosure, and a deck area. Additionally, approximately 2,087 square feet of additional landscaping is proposed throughout the development.

Parking
A total of 30 parking spaces are proposed to be located to the rear of the development. Access to the rear surface parking lot will be located along the northern property line, where two (2) proposed vehicular gates are proposed adjacent to an existing alleyway. One of the gates will provide well access for the Water Resources Department, which is located south of the parking lot. Given the size of the units and affordability level, it is anticipated that there will be no more than two (2) vehicles per unit. The proposed modular supportive housing project, is designed to minimize impacts to neighboring properties while providing a safe, comfortable place to live for residents experiencing homelessness.

Onsite Management
The units will be overseen by the City’s contracted property management company, which will be responsible for the overall management and maintenance of the property. In addition, an-on site “manager,” referred by Tri-City, will reside at the property to provide a consistent on-site presence, monitor the units, and promptly report any issues or concerns to the property management company or the City for appropriate follow-up. Additionally, the project will include security cameras throughout the development and parking lot area.

General Plan Conformance
The project site is designated as General Plan Place Type Neighborhood Edge, which contemplates medium scale multi-family housing and mixed uses. This item is consistent with the following General Plan goals and policies in Neighborhood Edge designations:

Goal 6D.G2: Maximize the value of all properties along the City’s most visible and  prominent corridors.

Goal 6D.G4: Promote the success and improvement of existing corridor development.

Goal 6D.G16: Encourage new housing and lodging infill that is compatible with the  primarily office and medical office focus of the segment.

COUNCIL PRIORITIES & GOALS:

This item supports the FY 2026-2027 City Council Priority 4: Pursue Housing and Homelessness Solutions, Goal A: Increase Affordable Housing Opportunities and Promote Housing Stability, Action Item #8: By June 2027, create modular housing units at 2040 N. Garey Avenue, Pomona, CA, integrated with supportive services to house 16 new low-income families.

RECOMMENDATION:

Staff recommends that the City Council approve the proposed permanent housing development and approve Resolution No. 2026-103, subject to conditions.
