SUBJECT: AWARD SOLE SOURCE PURCHASE ORDER TO ROYAL INDUSTRIAL SOLUTIONS FOR ALLEN BRADLEY PARTS RECOMMENDATION:
It is recommended that the City Council take the following actions:
Award a sole source purchase order with Royal Industrial Solutions for the purchase of Allen Bradley parts and related services for Worktag: Project Water Fund FD571 | Water Improvement and Replacement CC8125 | Project 95083 – Electrical Improvements and Upgrades Phase I in the amount of $160,000; and, Authorize the City Manager to execute subsequent changes or amendments thereto, on behalf of the City.
EXECUTIVE SUMMARY:
Water Resources Department staff recommends the approval of a sole source purchase order for the purchase and delivery of Allen Bradley replacement parts and related services in the amount of $160,000 for upgrades to programmable logic controllers at the City’s Anion Exchange Plant. The City's entire programmable logic controller (PLC) network is standardized using Allen Bradley equipment and is not compatible with other manufacturers’ components. The upgrades are essential to the operation of the City’s water infrastructure and SCADA system.

DISCUSSION:
Allen Bradley equipment is utilized throughout the City’s water infrastructure, including water treatment plants, well sites, and reservoir facilities. These components provide critical communication between remote facilities and the City’s SCADA system. As the City’s entire communication network is standardized using Allen Bradley equipment, replacements and services are not compatible with products from other manufacturers; therefore, sourcing the necessary equipment from Royal Industries is required.
Pomona City Code Purchasing Section 2-994 requires City Council to approve a sole or single source request over $100,000 after review by the Procurement Officer, Finance Director, and the City Manager. Purchasing concurs with the sole source justification based on a letter received from Royal Industrial Solutions confirming that this product and service cannot be purchased from another vendor. Royal Industrial Solutions is the exclusive authorized sales representative for Allen Bradley Products within Los Angeles County. Based on the research conducted, staff recommends that the City Council approve a sole source purchase order with Royal Industrial Solutions for the purchase of Allen Bradley products and related services.
