DISCUSSION:

Federal requirements mandated by HUD require, at a minimum, two (2) public hearings per year, with at least one focused on program performance. During the development of the FY 2025–26 Annual Action Plan, the City held two (2) public hearings and distributed a bilingual (English and Spanish) Community Needs Survey online via the City’s website.

Outreach efforts to promote the survey included placing flyers in the Summer and Fall Recreation Guides, advertising in the Daily Bulletin and La Nueva Voz, participating in community tabling events, and sharing updates across the City's Instagram, Facebook, and Twitter pages. Additional outreach involved staff presentations at in-person and virtual community meetings with local partnering agencies and community organizations, alongside requests for feedback from internal City departments and the Pomona Housing Authority.

This FY 2025–26 CAPER represents the third performance report for the 2023–2028 Consolidated Plan, covering the period from July 1, 2025, through June 30, 2026. The CAPER meets all content requirements established by HUD and aligns with the City's Five-Year Consolidated Plan. It outlines and evaluates the overall progress the City has made in carrying out its goals and objectives using federal entitlement funds awarded during FY 2025–26. The report was made available for a 15-day public comment period beginning August 28, 2026, and is presented to the City Council for approval prior to HUD submission.

This public hearing provides an opportunity for public input during the 15-day public comment period regarding the City’s progress toward the goals outlined in the FY 2025–26 Annual Action Plan.
