PREVIOUS RELATED ACTION:

On December 6, 2021, the City Council approved Resolution No. 2021-154, an amendment to the FY 2021-22 CIP Budget by creating three new CIP Projects, including “Street Rehabilitation - Districts 2 and 3,” Project No. 428-2590-XXXXX-67935.

On November 3, 2025, the City Council approved a Fulfillment Agreement of Proposition C Funds with Los Angeles County Metropolitan Transportation Authority (Metro) for the provision of $458,569 of Proposition C Funds to the City of Pomona and adopted Resolution No. 2025-127 amending the FY 2025-26 CIP Budget to increase revenue estimates and appropriate that $458,569 to “Street Rehabilitation - Districts 2 and 3,” Project No. 428-2590-XXXXX-67935.

On August 3, 2026, the City Council awarded a construction contract to the lowest responsive bid from Gentry Brothers, Inc. for “Street Rehabilitation - Districts 2 & 3 - Phase I,” Federal Project No. STPL-5070(044), FD428, CIP Project Fund | CC2590 CIP | Project No. 67935 to include all Base Bid and Additive Alternate items in the total amount of $851,050 and found the project categorically exempt from the California Environmental Quality Act pursuant to Section 15301(c).

DISCUSSION:

The City has previously taken actions to advance the “Street Rehabilitation – Districts 2 and 3,” Federal Project No. STPL-5070(044), Project No. 67935, which provides for roadway and sidewalk rehabilitation improvements within Council Districts 2 and 3 in accordance with the City’s Pavement Management Program (PMP). The project is funded in part through the federal Surface Transportation Program – Local (STP-L).

Due to federal corrective actions regarding the historical allocation of STP-L funds, the City was previously unable to access certain unprogrammed STP-L balances. To address these balances, the Metro Board of Directors approved the use of Proposition C funds to fulfill $458,569 of the City’s unprogrammed STP-L balance, which was subsequently designated for the Street Rehabilitation – Districts 2 and 3 project. The City subsequently proceeded with the procurement of professional consultant services and construction services for the project. On August 3, 2026, the City Council awarded a construction contract to Gentry Brothers, Inc..

The City has now been awarded an additional $226,000 in STP-L funding for Project No. 67935. The additional funding provides resources for eligible project costs and must be incorporated into the FY 2026-27 CIP Budget. Adoption of Resolution No. 2026-108 will amend the FY 2026-27 CIP Budget by increasing both estimated revenues and appropriations by $226,000 to reflect the additional STP-L funding for the project. The requested budget amendment will allow the City to recognize and utilize the additional federal funding for eligible costs associated with the Street Rehabilitation – Districts 2 and 3 project.
