ORDINANCE NO. 4373
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AUTHORIZING A CONSUMER PRICE INDEX (CPI) COMPENSATION ADJUSTMENT AND ONE-TIME EXPENSE PAYMENT FOR MAYOR AND COUNCILMEMBERS WHEREAS, the Charter of the City of Pomona Section 404 authorizes the establishment of compensation for City Council in accordance with Section 36516(a) of the State of California Government Code and also mandates the Mayor’s compensation be set at twice that of Councilmembers; WHEREAS, the last adjustment to compensation for City Council was on September 8, 2014 and the Council finds an increase to be warranted and reasonable; WHEREAS, the City Charter authorizes adjustments to City Council compensation based on the Consumer Price Index (CPI); WHEREAS, The Consumer Price Index from December to December was 3.47% for 2023, 3.42% for 2024, and 3.01% for 2025, for a cumulative total of 9.91% WHEREAS, City Council desires to make an adjustment of 9.91%, $81 per month for Councilmembers, from $819 to $900 per month, and $162 per month for the Mayor, from $1,638 to $1,800 per month and such compensation adjustments must be approved by ordinance by the City Council; and WHEREAS, Charter Section 404(b) also authorizes City Council to receive payment for expenses and given inflation the Council finds a one-time payment of $600 for Councilmembers and $1,200 for the Mayor.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Pomona, California as follows:
SECTION 1. That the compensation for Councilmembers will be increased by 9.91%, from $819 to $900 per month ($81 increase per month), rounded to the nearest dollar.
SECTION 2. That the compensation for Mayor be set at twice that of Councilmembers, from $1,638 to $1,800 per month ($162 increase per month).
SECTION 3. That the Councilmembers receive a one-time expense payment of $600 each and the Mayor will receive $1,200 to reflect inflationary costs.
SECTION 4. Any provision of the Pomona City Code that is inconsistent with the provisions of this Ordinance, to the extent of such inconsistencies and no further, are modified to the extent necessary to affect the provisions of this ordinance.
SECTION 5. If any portion of this Ordnance is for any reason held to be invalid or unconstitutional by the decision or any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance.
SECTION 6. The City Clerk shall certify to the adoption of this ordinance, causing it to be posted as required by law, and it shall be in full force and effect 30 days after its adoption.
