PUBLIC NOTICING REQUIREMENTS:
In accordance with Section 2-993.1(4) (a) of the City’s Purchasing Ordinance, a Public Notice inviting bids, Invitation For Bids, RFB # 2026-1006 was posted on the City’s electronic bidding platform, PlanetBids, on March 26, 2026.
DISCUSSION:
The City is mandated by the California Water Quality Control Board (Regional Board) to meet numerous requirements under its MS4 permit, including stormwater and non-stormwater quality monitoring. Over the last 15 years, the City has collaborated with the cities of Claremont, La Verne, and San Dimas to meet permit requirements, and to cost-share required expenses.
To complete the necessary projects, sampling, and other required activities the city is proposing to contract with Stantec. Stantec will complete the necessary activities at the direction of the Management Group. Based on Management Group’s cooperative agreement, the City of Pomona’s portion will not exceed $498,840 for FY 2026-27. The remaining contract cost will be divided amongst the participating agencies based on the Cooperative Agreement cost share formula, which is 90 percent is allocated to each city based on size and 10 percent is divided equally amongst the four cities. Shown below in Table 4 is the size allocation and total cost for each city.
Table 4
Project Cost Allocation
In addition to the amount paid to Stantec for their services, the cities of Claremont, La Verne, and San Dimas pay Pomona 2.5 percent each of the cost for Stantec’s services, less one line item in the first and second years for dry well construction. Monies received are intended to reimburse Pomona for the efforts put forth to management the contract and associated projects. The amount Pomona will receive is shown in Table 5 below.

Management Group also applied to the Regional Safe Clean Water Program for $350,000 of funding to assist with Task 4.2 of the contract, which is for the construction of dry wells in the amount of $527,419. This grant will be considered for approval by the Los Angeles County Board of Supervisors in late 2026. If approved, the funds received will offset expenses in years 1 and 2. Staff will return to Council to accept of said funding when and if approved and provide updated tables delineating the cost savings to each city.
In accordance with Section 2-993.1 (4)(a) of the City’s Purchasing Ordinance, RFP No. 2026-1006 – “Implement a Coordinated Integrated Monitoring Plan (CIMP) and Watershed Management Plan (WMP) for the East San Gabriel Valley Watershed Management Group permittees (Cities of Claremont, La Verne, Pomona and San Dimas),” was issued on the City’s electronic bidding platform on March 26, 2026. The solicitation notified 956 prospective bidders, of which three (3) proposals were received, bid results shown in Table 6.
