In January of 2026, the City launched Workday as the City’s official financial management as part Phase 1 of “Financial Software Project” CIP to move to a modern Enterprise Resource Planning (ERP) system. Phase 2 includes Payroll and Human Capital Management (HCM) modules with go-live date now scheduled for late December.

The City of Pomona’s complex Memorandum of Understandings (MOUs) with labor groups and intricate HR and Payroll processes resulted in additional configurations in Workday to uphold existing agreements and calculations. With the addition of recent FLSA changes mandated under “One Big Beautiful Bill Act” (OBBBA), new parameters and customizations were introduced for compliance. These changes collectively require extra time to accommodate sufficient testing and validation for payroll and benefits accuracy.

The late December launch date will cleanly segregate data as it will keep the last payroll run of 2026 with the City’s legacy system; Workday will only have complete payroll data from 2027 and forward.

Staff is recommending the addition of funds to complete the ERP project.
