FISCAL IMPACT:
As part of the annual budget process, staff estimated $411,721 in ENP grant fund revenue projections dedicated to the Senior Nutrition Program for FY 2026-27, using past year funding for projections. When the County of Los Angeles FY26-27 Allocation Letter (Attachment No. 3) was received, the overall funding had been significantly reduced from previous years. The OAA amount is $109,000, the NCC amount is $26,000, the MOCA amount is $42,000, and the NSIP amount is $10,792. All of the LA County funding combined is $187,792, for a total reduction of ($223,929) from FY 25-26 revenue grant funding.
Adoption of Resolution No. 2026-92 (Attachment 1) allows the City to accept the ENP grant funds in the amount of $187,792.Revenue estimates will be reduced by ($201,721) [FD215│CC4190│43000: Intergovernmental/Grant-Area Agency on Age│GR00003 ENP] and ($22,208) [FD215│CC4190│43000: Intergovernmental/USDA Revenue│GR00003 ENP].
The General Fund appropriated $110,000 of Match Funding to the ENP with the adoption of the FY 26-27 Operating Budget.
The General Fund will use reserves to add an additional $115,000 to the ENP [FD101│CC4133│59000: Transfers Out – Transfer to Sr. Citizen Nutrition] [FD215-CC4190-49000 Transfers In: Transfer from General Fund – GR00003M] in an effort to provide the same level of service to our participating Seniors. The use of General Fund reserves is intended as a one-time measure to address the current funding gap and maintain continuity of senior meal services. The long-term goal is to align the program’s scope and expenditures with available ongoing resources so that it does not create an additional ongoing General Fund burden. The City already discontinued the provision of pre-packaged frozen meals to seniors each Friday as a cost-saving measure. Staff continue to actively manage the program budget and are pursuing opportunities to reduce costs, secure additional funding through the Los Angeles County Aging & Disabilities Department, and obtain support from local agencies and community partners. As additional resources are identified, the City intends to evaluate opportunities to sustain and appropriately scale the program without relying on ongoing General Fund support.
This resolution will also reduce funding to Senior Citizen Nutrition Program [FD215│CC4190│52000: Controllable Expenses/Senior Citizen Nutrition Program│GR00003 ENP] by ($99,429) and reduce funding to Hourly Staffing [FD215│CC4190│51000: Staffing/Hourly│GR00003 ENP] by ($9,500).

The Elderly Nutrition Program Grant Sub-Award Agreement execution and appropriation occur annually, after the adoption of the City’s Operating Budget has taken place.
DISCUSSION:
The Subaward agreement and award letter (Attachment No. 3) were updated on May 28, 2026, with direction for City Staff to complete the Budget, Mandated Program Services, and additional required exhibits for Subaward agreement full execution. This year the funding for the ENP was significantly reduced from previous years. Staff reached out to LA County’s Aging & Disabilities Department over telephone, MS Teams meeting, as well as follow-up emails to express concern over the reduced funding. Los Angeles County Aging & Disabilities Department has stated that there is currently no additional funding available for the ENP and suggested that we implement a “wait list”, and follow up with them in October 2026, as they may have a balance of funding roll over from previous year program closeouts. The City has chosen not to deny meals to any qualifying seniors and/or participants but will discontinue providing one pre-packaged frozen meal on Fridays. In FY 25-26, due to the increase in grant funding, the City was able to provide an additional pre-packaged meal for participants to take home. The City recognizes that the meal provided through the ENP may be the only meal to which some of our participants have access. It is the goal of Staff to maintain the same level of service to our residents.
For over 40 years, the City in partnership with the County of Los Angeles Workforce Development Aging & Community Services (WDACS) has provided our seniors with meals through the reimbursement of the grant-funded ENP. The City and Community Services staff remained committed to administering the Senior Nutrition Program in accordance with the latest health requirements and protocol.
Staff have been diligent in supporting our senior community with meal offers and activities at both the Washington Senior Center (with a maximum capacity of 60 participants) and the Palomares Senior Center (110 max). The current goal is to serve approximately 120 participants daily between the two centers. Community Services staff would like to continue our partnership with Los Angeles County in providing food services that offer support for older adults who may be experiencing food insecurity. The meals provided to our seniors improve and maintain the physical and social well-being of older adults.
The long-term goal is to align the program’s scope and expenditures with available ongoing resources so that it does not create an additional ongoing General Fund burden. Due to the significant reduction in grant funding for FY 26-27, staff recommends using General Fund Reserve funds to continue the program at current levels this year. In addition to requesting additional funding from LA County as it becomes available, City Staff have reached out to local officials to inform them of the situation and request financial assistance. Staff is seeking alternative funding sources as well as other partnering organizations. Staff may need to explore reductions in the program if unsuccessful in obtaining additional funding.
Approval of this action by Council will allow the City to accept the baseline and NSIP funding allocation for ENP services for the Sub-award Sum Year 2 (SSY2) in the amount of $187,792 for the FY 2026-27 ENP Grant, and reduce the FY 26-27 Operating revenue estimates by ($108,929) and expense by ($108,929) COUNCIL PRIORITIES & GOALS:
This item supports the 2021-22 City Council Priority 4: Safe and Clean Community; Goal M: Improve safety and cleanliness at parks and public spaces; Step 3: Re-open community centers as public health orders allow, collaborating with community organizations to increase service levels to seniors, families, and youth.
