A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF THE CONTINUUM OF CARE (COC) GRANT FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) TOTALING $2,684,269 AND AMENDMENT OF THE FY 2026-27 OPERATING BUDGET WHEREAS, on May 20, 2009 Congress enacted the HEARTH Act into law, consolidating homeless assistance programs administered by the U.S. Department of Housing and Urban Development (HUD) under the McKinney-Vento Homeless Assistance Act into a single grant program called the Continuum of Care (CoC) Program; and, WHEREAS, the City of Pomona has been designated by the Los Angeles Homeless Services Authority (LAHSA), acting as the CoC lead agency for L.A. County, eligible to submit applications to HUD for CoC Program grant funds; and, WHEREAS, the City has been awarded CoC renewal grant funding from HUD to operate a Permanent Supportive Housing Program (PSH) for the grant term of January 1, 2027, to December 31, 2027; and, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. Authorize the acceptance of the HUD grant award, receiving a total of $2,684,269, and amendment to the FY 2026-27 Operating Budget by increasing revenue estimates and appropriations.
First grant award is $2,684,269 to implement the City’s CoC-PSH Program. Allocating $2,578,608 in program operation which includes an allocation to VOALA in the amount of $42,000 for a life skills program and $114,841 in administrative costs.

SECTION 2. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
