A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO ACCEPT ELDERLY NUTRITION PROGRAM (ENP) GRANT FUNDS FROM LOS ANGELES COUNTY FOR SENIOR MEAL SERVICES IN THE AMOUNT OF $187,792 AND AMEND THE FY 2026-27 OPERATING BUDGET BY DECREASING REVENUE ESTIMATES IN THE AMOUNT OF ($108,929) AND APPROPRIATIONS IN THE AMOUNT OF ($108,929) AND APPROPRIATE $115,000 FROM GENERAL FUND RESERVES TO THE ELDERLY NUTRITION GRANT WHEREAS, the City's Elderly Nutrition Program (ENP) continues to provide free, nutritious meals to senior adults and adults with disabilities; and WHEREAS, the County of Los Angeles Aging and Disabilities Department (County) provided ENP funding; Older Americans Act (OAA) Title III C-1 (Nutrition Services), Net County Cost (NCC), Modernizing Older Californians Act (MOCA) and Nutrition Services Incentive Program (NSIP funding in the amount of $187,792 for FY 2026-27 in grant meal services reimbursement funding to City from the County; WHEREAS, the FY 2026-27 Operating Budget currently includes County provided grant revenue and expenditures for the ENP.
WHEREAS, the FY 2026-27 Operating Budget currently includes funding for expenses associated with the Senior Citizen Nutrition Program catered food agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pomona as follows:
SECTION 1. The City Council accepts the County of Los Angeles baseline funding allocation for ENP services for the Subaward (No. ENP252607) Sum Year 2 (SSY 2) in the amount of $187,792 for the FY 2026-27 ENP Grant.
SECTION 2. The FY 2026-27 Operating Budget shall be amended by reducing revenue estimates [FD215│CC4190│43000:Intergovernmental/Grant-Area Agency on Age│GR00003 ENP] in the amount of ($201,721).
SECTION 3. The FY 2026-27 Operating Budget shall be amended by reducing revenue estimates [FD215│CC4190│43000: Intergovernmental/USDA Revenue│GR00003 ENP] in the amount of ($22,208).
SECTION 4. The FY 2026-27 Operating Budget shall be amended by increasing revenue estimates [FD215│CC4190│49000: Transfers In – Transfer from General Fund│GR00003M ENP] in the amount of $115,000.
SECTION 5. The FY 2026-27 Operating Budget shall be amended by increasing appropriations to the General Fund [FD101│CC4133│59000: Transfers Out: Transfer to Sr. Citizen Nutrition] in the amount of $115,000.
SECTION 6. The FY 2026-27 Operating Budget shall be amended by unappropriating funds from Hourly Staffing [FD215│CC4190│51000:Staffing-Hourly│GR00003 ENP] in the amount of ($9,500).
SECTION 7. The FY 2026-27 Operating Budget shall be amended by unappropriating funds from Senior Citizen Nutrition Program [FD215│CC4190│52000:Controllable Expenses-Senior Citizen Nutrition Program│GR00003 ENP] in the amount of ($99,429).
SECTION 8. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
