FISCAL IMPACT:

The original bid award to Turboscape, Inc. established a total not-to-exceed amount of $100,000 for the award term of April 15, 2025, through April 14, 2028. Approval of the proposed action will increase the total authorization by $100,000, resulting in a revised not-to-exceed total amount of $200,000 through the remainder of the award term.

The Adopted FY 2026-27 Operations Budget has a total of $55,000 available in FD101 General Fund | CC4035 Parks Facilities Maintenance | 52000 Controllable Expenses – Non-Capital – Playground Area and Equipment for the purchase of as needed playground wood chips.

PREVIOUS RELATED ACTION:

On March 12, 2025, the City issued Invitation for Bid (IFB) No. 2025-08 for Playground Wood Chips. Following review of the bid results, the bid was awarded to Turboscape, Inc., the lowest responsive and responsible bidder.

DISCUSSION:

On March 12, 2025, the City issued Invitation for Bid (IFB) No. 2025-08, “Wood Chips,” through the City’s electronic bidding platform. The solicitation notified seventy-five (75) potential suppliers, fifteen (15) suppliers downloaded the bid documents, and the City received three (3) bids. Following a review of the bid results, the bid was awarded to Turboscape, Inc., the lowest responsive and responsible bidder under the City Manager’s purchasing authority.

The City owns and maintains 31 parks, including playground areas that require periodic replenishment of wood chips to maintain adequate protective surfacing. Turboscape, Inc. provides the as-needed supply, delivery, and installation of playground wood chips using a blower truck. Recent services have been provided at Phillips Ranch, Palomares, Ralph Welch, Garfield, Washington, Lincoln, Westmont, and Montvue Parks.

Playground wood chips require periodic replenishment to maintain adequate protective surfacing. Based on services provided to date, the original contract amount has been nearly expended, and additional contract capacity is needed to continue replenishing playground wood chips at City parks as needed. To ensure the continued maintenance, Staff is requesting an increase to the total not-to-exceed amount from $100,000 to $200,000. The additional $100,000 will provide sufficient purchasing capacity through the remainder of the award term ending April 14, 2028.

COUNCIL PRIORITIES & GOALS:

This item supports the FY 2026-27 City Council Priority #2: Dedication to Infrastructure and Enhancement of Community Assets – Goal #C: Rehabilitate and maintain park and recreation facilities as community assets.

CHILDREN, YOUTH, AND FAMILY IMPACT:

Approval of the recommended action will support the continued maintenance and safety of playground areas used by children and families. Maintaining adequate wood chip surfacing helps provide a safer play environment by supporting fall protection and keeping playgrounds usable for recreational activities.
